Description

The Victorian Aboriginal Community Services Association Limited (VACSAL) is the recognised state-wide peak advisory body on Aboriginal community issues. VACSAL is a community based, community-controlled organisation, comprising representatives from Koorie organisations across the state. As well as having an advisory role VACSAL also delivers and manages a range of critical community services across Victoria. VACSAL RTO as a registered training organisation (RTO) and Learn Local (LL) aims to provide high quality training and assessment programs.

Position Summary

The RTO and LL Team Leader is responsible for assisting the RTO and LL Manager with the coordination, development and day-to-day running of the RTO and LL functions and activities. This includes overall administration of the VACSAL RTO and LL programs. The RTO and LL Team Leader is expected to work closely with RTO and LL staff to ensure enrolment and retention of students. This includes overseeing staff management, safety, adherence to RTO guidelines and compliance with relevant legislation. The RTO and LL Team Leader must also represent VACSAL RTO when liaising with outside organisations on related issues including funding and grants.

Organisational Structure and Reporting Relationships

The RTO and LL Team Leader reports to the RTO and LL Manager. Refer to the organisational chart for details of where the position is located within the wider organisational structure.

Primary Duties and Responsibilities

RTO and Learn Local Management / Compliance

The RTO and LL Team Leader is responsible to assist the RTO and LL Manager:

 maintain VACSAL RTO’s and LL registration in accordance with the current requirements

 prepare and submit audits requested by outside authorities

 ensure all RTO and LL accountability timelines are met

 ensure VACSAL RTO and LL complies with relevant legislation across all of its operations

 ensure continuous improvement of the RTO and LL program

 organise and actively participate in RTO and LL staff meetings

 perform all other duties as required to ensure the timely and accurate delivery of VACSAL RTO and LL program.

Nationally Recognised Training Package (NRTP) Program Co-ordination

The RTO and Learn Local Team Leader is responsible to:

 review and update training and assessment materials as appropriate

 complete program evaluation reports as required

 complete program report as required

 coordinate the validation and moderation process

 supervise the daily administration of programs run by VACSAL RTO and LL and deal with day-to-day student management issues

 contract suitably qualified and experienced trainers, assessors and guest speakers as required to ensure quality program delivery

 manage the employment of the trainers and assessors, the necessary paperwork including employment contracts, and approval of timesheets and invoices prior to payment.

General Activities

The RTO and LL Team Leader is responsible to:

 be the first point of call for staff for leave requests and day to day management of staff

 work with all RTO staff to ensure recruitment and retention of students

 keep up-to-date with all matters related to RTO and LL business. This includes but is not limited to the sources of up-to-date information detailed in the attached table.

 ensure facilities, equipment and resources meet the safety and quality requirements for the effective delivery of all programs

 conduct performance appraisals of any RTO staff members who report to the RTO Team Leader

 represent VACSAL RTO on external committees and at meetings if required

 ensure compliance with the terms of all funding agreements

 liaise with other organisations, agencies and funding bodies

 perform other duties associated with the position as directed by the Manager.

Trainer / Assessor:

Assist RTO and LL Management with:

 developing and managing the learning for students, using the learning and assessment materials provided by VACSAL RTO and LL

 deliver structured, flexible, relevant and interesting training sessions and assist all learners regardless of level to achieve their training goals.

 evaluates applications for Recognition of Prior Learning (RPL)

 active involvement in decision making during RTO staff meetings and as part of the ongoing validation and moderation process.

 completes training and assessment documentation as required, including evaluation documentation

 provides support and advice to students of diverse cultures, backgrounds and abilities

 complies with continuous improvement requirements including:

o maintenance of attendance records

o marking of assessments

o recording of results

o submission of results

o participation in staff meetings as required

o participation in validation and moderation meetings as required.

Student support

 Support students to understand their own strengths and career aspirations

 Build trusting relationships with students

 Support students to find employment and meet their career goals.

 Help students find potential jobs in the community services sector

 Work with other agencies to find suitable student placements.

 Ensure placements support career pathways for students

 Support the development of a contractual agreement between workplaces and VACSAL to support student placements.

PART B: Person Specifications

Qualifications

Trainer

 Vocational competencies at least to the AQF level being delivered (mandatory).

o Community Services Diploma (preferred).

 Relevant tertiary qualification at least to the AQF level being delivered (mandatory).

 Certificate IV in Training and Assessment (TAE40122) or equivalent (mandatory).

 Successful, relevant industry or sector experience, relevant qualifications and understanding of the competencies required in the workplace environment.

Assessor

 Vocational competencies at least to the AQF level being delivered (mandatory).

 Certificate IV in Training and Assessment (TAE40122) or equivalent (mandatory).

 Successful, relevant industry or sector experience, relevant qualifications and understanding of the competencies required in the workplace environment.

Skills, Knowledge and Ability

 Commitment to a high level of service and improving outcomes for Aboriginal students.

 Experience working in the Vocational Education and Training (VET) sector.

 Experience working within a cross-cultural environment.

 Knowledge and understanding of Aboriginal and Torres Strait Islander cultures.

 Well-developed interpersonal skills with the ability to communicate effectively with people, particularly Aboriginal and Torres Strait Islander people.
