Position Summary

  • The Cost & Procurement Manager is responsible for cost management and procurement support across STACK’s data center development projects.
  • This role works under the Director, Cost & Procurement and is part of the Delivery Operations team, supporting multiple data center development projects across Japan.
  • The role functions as a key partner to the Project Director, supporting project delivery from cost and procurement perspectives.
  • From early project stages, the role contributes to project team structuring, master schedule development, cost planning, and procurement strategy, enabling efficient project execution.
  • This is a hands-on role, directly involved in cost analysis, estimate evaluation, and procurement processes.

 

Roles & Responsibilities

  • Support project setup and execution strategy during early stages
  • Propose project team structures including consultants and contractors
  • Develop overall project master schedules
  • Define major project milestones
  • Develop procurement strategy and tender schedule
  •  

Cost Management

  • Perform cost analysis for data center construction projects
  • Develop conceptual cost estimates and cost plans
  • Prepare cost breakdown structures
  • Analyze market construction pricing
  • Support project budgeting and cost control
  • Estimate Review
  • Review contractor estimates and negotiation
  • Verify quantities and pricing
  • Check consistency between design documents and bids
  • Confirm scope coverage
  • Evaluate cost reasonableness

Procurement Support

  • Prepare and issue RFP / RFQ documents
  • Organize tender documentation
  • Prepare bid comparison analysis
  • Support bid evaluation
  • Support contractor selection
  • Develop procurement packaging and strategy
  • Review construction contracts and commercial terms
  • Support negotiations with contractors and vendors for contract execution
  • Ensure alignment between contract terms and commercial conditions
  • Support contract execution processes and internal approval procedures

 

 Career Development

  • Through this role, team members will develop technical knowledge and project management capabilities required for large-scale data center development, particularly in cost management and procurement strategy.
  • Reporting multiple projects across Japan, team members will gain experience in project initiation, procurement strategy, cost planning, and overall project delivery processes.
  • Working closely with Project Directors provides opportunities to learn how major development decisions are made and executed on large-scale projects.

Key Details:

  • Location:  Osaka/Tokyo, Japan.
  • Travel: 15-20%.
  • Language: Native Japanese; Secondary English (conversational-level).

 

  • Required Qualifications 5+ years of experience in construction cost management, estimating, or commercial management.
  • Ability to review design documents and verify construction estimates and quantities.
  • Understanding of construction trade scopes and project delivery processes.
  • Experience in project budgeting and cost control.
  • Strong stakeholder management skills with contractors, consultants, and project teams.
  • Experience preparing RFP/RFQ documentation and managing tender processes.
  • Ability to support multiple projects simultaneously in a dynamic environment.
  • Business-level Japanese and conversational-level English communication skills

Preferred Qualifications

  • Experience delivering Data Centre or mission-critical projects is highly desirable
  • Experience working in hyperscale or colocation data centre environments is an advantage
  • Knowledge of electrical or mechanical systems
  • Experience working with international clients or teams
  • Experience using PROCORE or similar construction project management systems.
  • Experience in preconstruction planning including cost planning and procurement strategy
  • Experience in developing and implementing Value Engineering (VE) proposals.
  • Experience working for a general contractor estimating department, cost consultancy, or project management firm.
