Description

The Asset Project Management Officer reports to the Assets Manager and operates within the oversight of the Director Corporate Services (DCS), with organisational accountability to the Chief Executive Officer (CEO).

The position is responsible for the day‑to‑day coordination and delivery of assigned capital works, renovations, asset improvements, regulatory compliance works, and major planned maintenance projects across the Puntukurnu Aboriginal Medical Service’s (PAMS) asset portfolio. This includes supporting the effective delivery of projects in line with approved scopes, timeframes, and budgets, while minimising disruption to clinical operations and service delivery. The occupant supports effective oversight across multiple projects by maintaining an understanding of project scope, risks, priorities, and stakeholder impacts. The role works collaboratively with the Assets Manager, Building Projects Manager, and internal teams. 

The occupant liaises with external stakeholders, including certifiers, design consultants, trade contractors and contracted project management oversight. The occupant acts as a key coordination point between external service providers and PAMS’ internal operations.

Position Responsibilities

  • A.    Project Management Support

Support and deliver components of the approved capital works, major maintenance, and regulatory compliance programs for PAMS’ properties in Newman, Parnngurr, Punmu, Kunawarritji, and Jigalong, including but not limited to:

  • Manage the day‑to‑day coordination and delivery of allocate projects, operating within approved scopes, budgets, and schedules, and escalating matters outside delegated authority.
  • Assist the Director Corporate Services with the preparation of tender bids and supporting documentation for capital works funding applications.
  • Under the direction of the Assets Manager, act as the operational point of contact for assigned projects, ensuring compliance requirements are monitored and addressed.
  • Under the direction and oversight of the Assets Manager, collaborate stakeholders and consultants on building design, construction, and trade‑related works, providing operational input and bringing matters forward for review, guidance, and escalation as required.
  • Coordinate consultants, contractors, and internal stakeholders to progress works, seeking guidance on matters of complexity, risk, strategic significance.
  • Monitor project progress against time, cost, quality, and compliance requirements, and report risks, delays, and variations to the Asset Manager.
  • Support procurement and contracting processes in accordance with PAMS procurement policies, escalating non‑standard or high‑risk matter for approval.
  • Ensure cultural, community, and environmental considerations are incorporated into project activities and clearly communicated to delivery partners.
  • Maintain accurate and complete project records, including contracts, permits, certifications, and compliance documentation, within the LogiQC system.
  • Support Value for Money outcomes by monitoring costs, identifying efficiencies, and assisting with the evaluation of variations and funding progress claims.
  • Support audit and acquittal processes by coordinating documentation, evidence, and reporting in collaboration with finance and management teams.
  • Participate in risk assessments, contributing operational insight and working closely with management to support effective risk management, escalating to the contracted Program Management Consultant and Assets Manager any areas outside of delegation.
  • Assist with community consultation activities, ensuring engagement outcomes are documented and appropriately fed back into project delivery.

    SELECTION CRITERIA

    ESSENTIAL

    • Relevant qualifications or demonstrated experience supporting project planning, coordination, and delivery of projects from concept through to completion.
    • Demonstrated willingness and capacity to learn and develop knowledge in construction methods, compliance requirements, and asset delivery practices, with a commitment to ongoing professional development.
    • Understanding of the coordination of multiple capital and minor works project concurrently, working with stakeholders to support delivery within agreed time, cost, and quality parameters.
    • Well-developed analytical and problem‑solving skills, with the ability to identify issues, gather information, and contribute to practical solutions.
    • Demonstrated understanding of working in remote and regional community environments, including awareness of cultural context logistical constraints, stakeholder engagement, and service continuity.
    • Ability to work effectively within a client‑side environment, supporting internal teams, consultants, and contractors to achieve share outcomes.
    • Demonstrated capacity to work collaboratively with a range of stakeholders, including government agencies, community representatives, and service providers.
    • Experience supporting procurement activities, including assisting with tender processes, supplier engagement, and basic contract administration.
    • Demonstrated ability to communicate in a culturally appropriate respectful, and inclusive manner.
    • Strong written and verbal communication skills, with the ability to prepare clear documentation, reports, and correspondence.
    • Ability to work both independently and as part of a team, contributing proactively to shared goals and deadlines.
    • Sound working knowledge of common computer software packages used for communication, documentation, and project coordination.
    • Ability to travel and work independently in remote locations,including driving long distances on unsealed roads.
