Job Summary

The Safeguarding, Risk & Quality Officer is responsible for supporting the organisation’s compliance with the NDIS Quality and Safeguards Commission Practice Standards through effective safeguarding, risk management, incident management, quality assurance and continuous improvement systems. The role ensures participants are protected from harm, incidents are effectively managed, organisational risks are identified and mitigated, and quality systems support safe, compliant and participant-centred services. The position supports compliance with NDIS Practice Standards, NDIS Code of Conduct, Incident Management & Reportable Incidents Rules, Complaints Management & Resolution Rules, Work Health & Safety obligations, Disability Act and state-based restrictive practice authorisation requirements, Restrictive Practice and Behaviour Support requirements,

 

Key Responsibilities:

Safeguarding & Participant Protection

  • Promote participant safety, dignity, choice and rights.
  • Monitor safeguarding risks across services.
  • Assist with safeguarding plans for vulnerable participants.
  • Identify trends relating to abuse, neglect, exploitation or restrictive practices.
  • Support reporting and escalation of restrictive practice matters, including unauthorised use and authorisation requirements.
  • Escalate serious safeguarding concerns appropriately.
  • Support participant-centred investigations and outcomes.
  • Promote trauma-informed and rights-based practices.

Incident Management

  • Manage and monitor the organisation’s incident management system.
  • Ensure incidents are recorded, investigated and closed appropriately.
  • Coordinate reportable incident notifications to the NDIS Commission.
  • Assist with Short Term Approval applications for restrictive practices and related evidence.
  • Coordinate required external notifications to WorkSafe, the Reportable Conduct Scheme, ODC and the Department of Families.
  • Maintain incident registers and corrective action logs.
  • Analyse incident trends and identify systemic risks.
  • Support managers in incident response and escalation.

Risk Management

  • Maintain organisational risk registers.
  • Conduct operational and participant risk assessments.
  • Monitor treatment actions and control effectiveness.
  • Support emergency and disaster preparedness activities.
  • Identify emerging operational, compliance and safeguarding risks.
  • Facilitate regular risk review meetings.

Quality Assurance & Continuous Improvement

  • Conduct internal audits and compliance reviews.
  • Monitor compliance against NDIS Practice Standards.
  • Maintain continuous improvement registers.
  • Track corrective and preventative actions.
  • Support audit preparation and evidence collection.
  • Assist with policy review and document control processes.
  • Analyse participant feedback and quality data.

Complaints Management

  • Support complaint intake, investigation and resolution.
  • Ensure procedural fairness and confidentiality.
  • Track complaint trends and systemic issues.
  • Ensure participant feedback is documented and actioned.

Reporting & Governance

  • Prepare monthly governance and quality reports.
  • Report on incidents, complaints, audit outcomes and risks.
  • Maintain evidence of reporting to the NDIS Commission, WorkSafe, the Reportable Conduct Scheme, ODC and the Department of Families.
  • Escalate high-risk issues to leadership.
  • Support Board and management reporting requirements.
  • Maintain accurate compliance records and evidence.

Training & Capability

  • Deliver or coordinate compliance and safeguarding training.
  • Support worker understanding of incident reporting, participant rights, safeguarding, complaints handling, risk management, and restrictive practice requirements.
  • Promote a culture of quality and continuous improvement.

 

Qualifications and Experience

Required:

  • Experience in disability, aged care, healthcare or community services.
  • Knowledge of NDIS Practice Standards and safeguarding obligations.
  • Knowledge of restrictive practice reporting, authorisation and Short Term Approval requirements.
  • Experience in incident management, compliance or quality systems.
  • Strong investigation and analytical skills.
  • Ability to manage sensitive matters confidentially.
  • Strong report writing and documentation skills.
  • Excellent communication and stakeholder management skills.

Desirable:

  • Experience preparing for NDIS audits.
  • Experience with risk management frameworks.
  • Experience with continuous improvement systems.
  • Understanding of restrictive practice requirements.
  • Experience using incident/compliance management software.

Salary Details:

The salary package for this role is competitive and will be commensurate with experience and qualifications. It includes a base salary, superannuation, and other benefits in line with the organisation’s values and mission.
