About NAAFLS
The North Australian Aboriginal Family Legal Service (NAAFLS) is a not-for-profit Aboriginal Community Controlled Organisation delivering culturally safe legal and non-legal support services to Aboriginal and Torres Strait Islander victim-survivors of domestic, family and sexual violence across the Top End of the Northern Territory.

About the Role
We’re leading delivery of the Leaving Violence Program – Top End Regional Trial, a national initiative helping people safely leave violence through culturally grounded, practical support.
Reporting directly to the Chief Executive Officer, the Leaving Violence Program (LVP) Manager is responsible for the operational management, governance oversight, financial monitoring, and compliance coordination of the Leaving Violence Program across Darwin and Katherine. This leadership role oversees program systems, reporting requirements, quality assurance processes, and operational frameworks to ensure the program is delivered in a consistent, accountable, and culturally safe manner. Working closely with the LVP Coordinator and internal stakeholders, you will support high-quality service delivery aligned with Commonwealth funding requirements and organisational priorities. The role also contributes to continuous improvement initiatives, stakeholder engagement, workforce capability, and strengthening governance systems across the program.
Key Responsibilities
- Oversee delivery of the Leaving Violence Program across Darwin and Katherine
- Provide leadership and supervision to the LVP Coordinator
- Monitor program budgets, brokerage expenditure, and financial reporting requirements
- Ensure compliance with Commonwealth funding agreements and reporting obligations
- Maintain oversight of operational systems, workflows, and intake processes
- Support quality assurance, audit readiness, and continuous improvement activities
- Monitor program performance and identify operational or service delivery risks
- Ensure accurate data integrity and reporting across program systems
- Collaborate with internal teams, government stakeholders, and sector partners
- Contribute to trauma-informed, culturally safe, and client-centred service delivery practices
About You
Essential
- Tertiary qualifications in finance, accounting, business, public administration, social policy, human services, or a related discipline.
- Demonstrated experience in program management, operational leadership, or governance oversight within a government or Commonwealth-funded environment
- Strong experience in budget monitoring, expenditure tracking, and financial oversight
- Understanding of compliance frameworks, reporting obligations, and governance requirements
- Experience supporting data integrity and reporting systems
- Strong written and verbal communication skills, including executive-level reporting
- Experience working within domestic, family and sexual violence service systems
- Commitment to trauma-informed and culturally safe practice
- Ability to lead teams, manage competing priorities, and support operational accountability
- Current Driver Licence and ability to obtain required clearances
Desirable
- Experience working within an Aboriginal Community Controlled Organisation (ACCO)
- Understanding of remote service delivery contexts in the Northern Territory
- Experience supporting audits, evaluations, or continuous improvement initiatives
- Knowledge of family law, child protection, or justice system interfaces
