To establish and facilitate delivery of the General Offender Program (GOP) to offenders residing at the Venndale Alcohol and Other Drug Rehabilitation Service referred by the Court, Community Corrections or by self-referral with the objective of reducing reoffending and imprisonment of Aboriginal Territorians, through a culturally safe program that is supported by local cultural knowledge and local decision-making. The focus is for adult men who have been identified as being at a medium risk of reoffending. It provides a strengths-based, trauma-informed model of practice to address criminogenic needs and underlying causes of re-offending. The program is designed to be delivered over 12 weeks to groups of up to 12 male adults and will include 25 sessions. The facilitator will work under the supervision of the AOD Program manager and collaboratively with the existing Venndale AOD team to provide wrap around supports that facilitates not only the GOP program but the participants Alcohol and other Drug recovery program. The facilitator will be assisted with a support worker for the duration of the two-hour session times.
Key Responsibilities:
- Provide evidence of community consultation and local decision making with regard to GOP content and provide a copy of amendments to the GOP to NTCS Agreement (Primary Contact);
- Consult with Community Corrections regarding the establishment of referral pathways and lines of communication;
- Receive, assess and prioritise referrals from Community Corrections, the Courts and self-referrals;
- Provide advice regarding referral outcome to Community Corrections or Courts, or legal stakeholders within 2 weeks of receiving a referral;
- Follow Kalano’s risk management and incident reporting procedures (should a reportable incident occur, provide advice to Community Corrections within 24 hours of the incident occurring)
- Complete the Introductory Training (facilitated by NTCS);
- Develop a plan to manage offender risk of harm to self and others including lines of communication to Community Corrections and NT Police;
- Meet the “Universal Services” responsibilities under the Risk Assessment Management Framework (RAMF) regarding screening and referral in the context of risk of domestic family violence.
- Maintain intake referral data including assessed, accepted, waitlisted and rejected referrals (including reason why referral was rejected);
- Conduct pre-assessment of referred offenders using the LS-RNR to establish whether GOP is the recommended treatment pathway;
- Formulate groups of up to 12 referred offenders to participate in the GOP;
- Provide all participants with an induction to the GOP including rules, expectations and emergency procedures before commencing with program content;
- Deliver the GOP according to the GOP manual
- -Maintain record of attendance (including presenting facilitators, staff and guest speakers) during delivery of GOP;
- Provide monthly reporting of GOP program participant names, program start date/ end date and attendance/ non-attendance records;
- Advise Community Corrections and/ or NT Police of participant absences, program incidents and non-compliance within 24hrs, via telephone call and email.
- Ensure program integrity and cultural safety is maintained, direct all GOP content matter queries or feedback to the Agreement Primary Contact;
- Deliver two GOP sessions per week across two hour session times for each module for the duration of three months (25 sessions) until program is completed;
- Program must be delivered through to completion at a minimum of three times per calendar year;
- Provide pre-treatment LS-RNR assessment as required, Relapse Prevention Plan and/or subsequent referral information through evaluation data collection methods.
- Provide evidence of external stakeholders attending program and commencing referrals (i.e. housing, case management);

Salary Range: $85,798.44 per annum (pro-rata)

Hours of work:
Fulltime hours: 37.5 hours per week.
Monday – Friday | 08:00 am – 4:30 pm. with a 1hour unpaid lunch break.
Experience & Skills:
- Certificate IV in Alcohol & Other Drugs (or equivalent).
- Must be experienced in group facilitation.
- Understanding of the cultural needs of Aboriginal and Torres Strait Islander clients.
- -Strong interpersonal skills, with the ability to work empathetically with clients from diverse cultural backgrounds.
- Demonstrated ability to organise, facilitate, and participate in a variety of client-centred activities.
- Strong administrative skills, including use of various IT equipment, devices and software systems.
- Strong attention to detail and the ability to maintain accurate records.
- Ability to work both independently and as part of a team.
Mandatory before commencement:
- Valid NT Drivers Licence
- Valid NT Working with Children Clearance (Ochre Card)
