Inspired Living QLD is seeking an experienced and strategic Senior Scheduler & NDIS Billing Specialist to take ownership of workforce scheduling and billing compliance across our full suite of services for the Toowoomba region. This is a pivotal role in our operational leadership structure — you will not simply fill rosters, you will architect them.

Working closely with clinical, operational, and finance leadership, you will ensure every participant receives the right support, delivered by the right person, at the right time — while ensuring every dollar of NDIS funding is accurately claimed and compliantly managed.

This position includes a structured on-call component on a shared roster, with appropriate loading and recognition.

WHAT YOU’LL LEAD

Strategic rostering & workforce planning

  • Design, build, and optimise staff rosters across all Inspired Living QLD services in Toowoomba, aligning participant support plans, NDIS funding parameters, and operational budgets
  • Develop proactive workforce planning strategies to manage leave, training, and unplanned absences — ensuring continuity of care with minimal disruption
  • Maintain full SCHADS Award compliance across all rostering decisions, acting as an internal reference point for award interpretation
  • Identify skill-mix and ratio risks before they become incidents, and implement sustainable mitigation strategies

NDIS billing, claims & financial compliance

  • Ensure all delivered supports are accurately captured, coded, and submitted for NDIS billing in line with current price guide requirements and participant plan parameters
  • Conduct regular reconciliation of rostered versus delivered supports, resolving discrepancies with precision and timeliness
  • Generate fortnightly and monthly workforce utilisation and billing reports for senior leadership, surfacing trends, risks, and opportunities
  • Support internal and external audits with comprehensive, accurate reporting on hours, travel, and allowances

Stakeholder engagement & operational communication

  • Serve as the central operations hub for all rostering and scheduling matters — the go-to expert for team leaders, coordinators, and participants
  • Communicate roster changes, cancellations, and emergency adjustments with urgency and professionalism
  • Partner with HR and leaders to onboard new staff into rostering systems, setting them up for success from day one
  • Build trusted relationships with participants and their networks, understanding individual scheduling preferences and needs

Systems, data & continuous improvement

  • Own and optimise the rostering platform (ShiftCare or equivalent), ensuring data integrity across staff availability, participant schedules, and system configuration
  • Champion continuous improvement initiatives — identifying inefficiencies in rostering and billing workflows and implementing evidence-based solutions
  • Leverage data to drive smarter scheduling decisions, reduce overtime costs, and maximise NDIS funding utilisation

NDIS expertise

Solid understanding of NDIS funding models, price guides, and service delivery requirements — you can interpret a support plan and translate it into a compliant roster

Rostering & billing experience

Proven track record in workforce scheduling and NDIS billing/claims in a disability, aged care, or community services context

Award interpretation

Working knowledge of the SCHADS Award — you understand how penalty rates, allowances, and overtime affect rostering decisions

Systems proficiency

Confident in ShiftCare or equivalent scheduling platforms; comfortable managing and interrogating data sets with accuracy

Stakeholder communication

Skilled communicator who can navigate difficult conversations — whether managing a participant change request or escalating a staffing crisis at short notice

Analytical mindset

You see patterns in data, spot discrepancies early, and bring solutions — not just problems — to your leadership team
