The Role

The LAND 4140 BMS Logistics Support Analyst (LSA) role will:

• Support development of logistics requirements, including use studies/cases, comparative analysis, standardisation and technological opportunities, requirements evaluations and trade-offs and functional requirements definition etc.

• Elicit, develop, analyse and manage functional and non-functional performance specifications related to the support system. This will include assessment and update of the relevant elements within the existing Functional Performance Specification (FPS).

• Detail logistic requirements using Dynamic Object-Oriented Requirements System (DOORS) and relevant requirements documents (e.g. FPS and Integrated Logistic Support Plan) through analysis, engagement and consultation with technical and operational users, management, logisticians and other specialists.

• Conduct system supportability assessments of new products and systems (primarily software-based integration within other stakeholder owned host environments) to understand logistic impacts relating to through life support. The outcomes of this process can relate but are not limited to operational readiness of a system; reliability; maintenance impacts; operation and support costs in order to optimise the overall support considerations of a new product.

• Assist in the planning of an LSA Program to be integrated, developed and conducted in conjunction with the project’s requirements definition process with the engineering team. This will ensure the design, development, production, transition, in-service support and disposal functions, are cost effectively planned to achieve ILS Program objectives.

• Support establishment of an LSA Program consistent with the phase of the materiel life cycle; and ensuring the LSA Program is an integral part of Systems Engineering and Integrated Logistics Support (ILS) processes.

• Work closely with an Industry Systems Integrator to establish the LSA Program; then manage and support them in undertaking the LSA Program to meet the requirements of the contract.

• Support identification, sourcing and management of Government Furnished Material (GFM) (covering Information, Data, Equipment). The majority of GFM will need to be sourced from external to the project stakeholder owned host environments; and be provided to the Industry Systems Integrator to support delivery of BMS capability.

• Support complex procurement activities including:

– Development of solicitation documentation and supporting information (i.e. statements of work, statements of requirement, data item descriptions),

– Evaluation of industry responses to approaches to market related to area of expertise.

– Ensuring ILS deliverables meet contracted, legislative and policy requirements.

• Work collaboratively to develop and maintain beneficial, effective relationships and negotiate effectively to influence stakeholders and subject matter experts to deliver agreed project outcomes.

• Assess, interpret and comply with legislative, policy and regulatory frameworks.

• Be accountable for accurate completion of work within defined timeframes and quality requirements within a matrixed, integrated workforce. The position reports to the ILS Manager and provides subject matter support to the BMS (Critical C2) and BMS (Tactical) Project Managers, the Commercial Manager and the Project Director.


About You

The LAND 4140 BMS LSA role requires a highly organised and motivated individual who works effectively in a complex environment, can think critically, has excellent problem-solving skills and can manage competing priorities.

This role requires demonstrated experience in:

• Previous or current employment in an LSA, ILS or commensurate role.

• Experience in establishing and executing LSA activities within CASG or a similar acquisition environment.

• Experience in establishing, building, running and maintaining LSA activities to the required standard, and development the necessary ILS documentation to support Government approvals and materiel delivery.

• ILS experience in a highly technical environment (e.g. systems of systems, complex networking, software, radios, and operating systems).

• Ability to demonstrate initiative, creativity and responsibility to create a controllable LSA environment for a complex integration project with limited guidance.

• Experience in identification, sourcing and management of Government Furnished Material (GFM). This will also require experience in navigating different control process such as International Traffic in Arms Regulations (ITAR), Technical Assistance Agreements (TAA), Third Party Retransfers (TPR), Intellectual Property (IP) and contractual requirements.

• Experience working in complex and challenging environments.

• Experience working in a complex stakeholder system.

• Proven commercial and business acumen with an ability to build appropriate and effective business relationships.

• Highly effective communication, both formally and informally, including advanced technical writing skills.

• Initiative in keeping personal skills up to date, maintaining awareness of industry developments and pursuing continuous improvement opportunities.

• Ability to analyse, design, plan, execute, and evaluate work to time, cost and quality targets while assessing and evaluating risk.

Essential Experience and / or Qualifications:

• Previous experience in Defence logistics (or equivalent environment) managing complex logistics activities, including support to procurement of capital equipment and/or contract management.

• Relevant logistics experience of more than 8 years.

• Comprehensive understanding of the logistics support analysis role in accordance with DEF (AUST) 5691 standard.

• Very strong written and oral communication skills.

Highly Desirable Experience and / or Qualifications:

• Bachelor of Business (Logistics and Supply Chain Management) or similar.

• Experience working in a Defence CASG project environment.

• Postgraduate qualifications, or demonstrated equivalent experience in logistics management, asset management and/or project management.

• Experience in identification, sourcing and management of Government Furnished Material (GFM); and navigating related control process (i.e. ITAR).

• Understanding of the application of Integrated Logistic Support practices within complex Defence Acquisition Projects.

• Experience with Australian Defence Force Land Domain tactical communications and ICT technologies.

• Comprehensive understanding of Defence processes and structure.

• Comprehensive understanding of the One Defence Capability System (formerly the Capability Life Cycle).
