The Role

The Contract Manager is accountable under broad direction to perform and achieve contract management work within an integrated workforce. They are accountable to ensure they have in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements. They will provide detailed contract management technical, professional and policy advice in relation to products sustained and contribute to strategic planning, program and project management and policy development.

The Contract Manager will exercise a considerable degree of independence and perform a leadership role. They will exercise sound decision-making and judgement to provide expert policy advice. They will have in-depth knowledge of the contract management function and are responsible for the development, implementation, compliance and review of policies and procedures. They will engage in complex to very complex problem solving and issues management and may coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes.

About You

Essential job criteria sought:

  • Accountable for managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes.
  • Accountable for the provision of procurement planning, tendering and contract management activities to support product management, ensuring compliance with legislation, procurement policies, processes and procedures.
  • Provide advice, direction, and assistance to Product Managers and Fleet Managers to support contract management and commercial strategy outcomes.
  • Support contract negotiations, preparation of Contract Change Proposals (CCPs), and contract performance/compliance measurement and management.
  • Engage and negotiate with clients and stakeholders, responding to issues and taking initiative to identify alternative courses of action where necessary.
  • Build and sustain relationships with stakeholders, including industry representatives.
  • Design and implement mitigation strategies for risks associated with contract management activities, supplier performance, and compliance with mandatory requirements, and recommend improvements where required.
  • Translate and apply legal principles, legislative and mandatory policy compliance obligations, and critical commercial risk and performance requirements related to procurement and contract management.
  • Liaise with relevant procurement and governance areas for matters requiring higher-level consultation.

  • Strong collaboration and communication skills with internal and external stakeholders.
  • Ability to evaluate and ensure procurement, contracting and tendering activities align with legislation, policy and regulatory frameworks.
  • Ability to analyse, develop and implement work plans to support delivery of outcomes.

Essential Experience and / or Qualifications:

• Relevant Acquisition/Procurement and Contract management qualifications and associated knowledge.

• Detailed procurement methodology and contracting experience with both Government and private organisations – including direct experience with procurement activities and designing contracts.

The preferred applicant will have an:

• Understanding of the Defence Procurement Policy Manual (DPPM), and related guidance.

• Understanding/experience with ASDEFCON suite of tendering and contracting templates.
