Our HIllsong CityCare Team are currently looking for a Program & Impact Manager to join the team at our Sydney – Hills campus. This role will be responsible for leading program quality, strategic projects, and national campaign coordination, alongside evaluation, and operational support to maximise impact, strengthen community outcomes, and drive continuous improvement in program and project delivery and organisational effectiveness across campuses.

LEADERSHIP & CAPABILITY BUILDING

  • Lead, manage, and develop a high-performing team that is spiritually grounded, values driven and aligned with our mission.
  • Provide ongoing guidance, performance management, feedback and development support including goal setting, regular check-ins, and formal reviews to team members, ensuring they are equipped and motivated to lead with purpose.
  • Set team priorities, workplans, and performance expectations aligned to organisational goals
  • Allocate resources and manage workloads across team functions to ensure delivery against priorities
  • Identify and address performance or capability gaps within the team
  • Model excellence in leadership behaviours, fostering a culture of trust, unity, feedback, accountability, and continuous growth.
  • Success is measured by fostering a positive team environment that encourages open communication, collaboration, and commitment, demonstrated through regular check-ins, feedback loops, and proactive efforts to address retention risks.
  • Develop and deliver targeted training and capability-building initiatives for staff and volunteers (e.g. trauma-informed practice), ensuring teams are equipped to deliver safe, effective, and high-quality programs.

PROGRAM DEVELOPMENT, QUALITY & SUPPORT

  • Lead the development, implementation, and continuous improvement of evidence-informed programs (design), initiatives, projects, and campaigns across campuses.
  • Lead the planning, governance, and delivery of strategic organisation-wide projects and national campaigns, ensuring milestones, timelines, stakeholder engagement, budgets, and outcomes are achieved.
  • Translate research, evaluation findings, and community insights into practical program strategies that strengthen participant outcomes and community impact through our campuses.
  • Ensure program design reflects community needs, strengths-based practice, and meaningful participant engagement and aligned with organisational strategic priorities.
  • Oversee and quality assure the development and application of program logic models, frameworks, tools, resources, and impact measurement frameworks to deliver programs and assess program impact to ensure consistency and effectiveness across campuses.
  • Support campuses to translate evidence-based approaches into practical, scalable programs that can be effectively delivered by staff and volunteers.
  • Manage projects within budget constraints, ensuring efficient use of resources.
  • Identify opportunities for innovation to enhance program delivery, volunteer engagement, and program growth, sustainability, and scale.
  • Ensure governance and quality assurance processes are in place for program design and rollout.
  • Success is measured through the quality, effectiveness, and continuous improvement of programs and campaigns, including participant feedback, community impact, and alignment with organisational goals and values.

IMPACT REPORTING AND M&E

  • Lead the development and implementation of dashboards, impact reporting frameworks, impact measurement standards and ongoing reporting with insights on program performance for internal and external stakeholders.
  • Ensure effective systems are in place for data collection, analysis, and reporting and to monitor program performance and outcomes.
  • Evaluate program and campaign effectiveness and translate insights into actionable improvements to design and delivery.
  • Foster a culture of learning by translating evaluation findings into practical improvements and supporting teams to use evidence in decision-making.
  • Establish data governance standards to ensure quality, integrity, and consistency of reporting datasets.
  • Success is measured through the effective oversight of monitoring, evaluation, impact reporting, and learning systems, including the quality of data, reporting outcomes, and the support provided to the Monitoring & Evaluation Officer.

PLANNING, SAFEGUARDING, AND COMPLIANCE

  • Contribute to strategic planning processes, budget, and organisational goal setting.
  • Monitor and manage program and campaign-related expenditure to ensure effective and responsible financial management within agreed budgets.
  • Support long-term planning, sustainability, and continuous improvement initiatives.
  • Ensure compliance with legal, regulatory, and organisational policies, safeguarding requirements, and reporting standards.
  • Identify and manage risks related to program and campaign implementation, safeguarding, and compliance.
  • Success is measured through the effective delivery of strategic planning, budgeting, safeguarding, and compliance responsibilities.

Ideally, the successful candidate will bring:

  • A relevant Bachelor qualification in Social Science, Community Development, Social Work, Program Evaluation, Sociology, Psychology, Human Services or a related field.
  • Experience in leading and managing a team.
  • Experience in program development, evaluation, or community development roles within the not-for-profit, government, or community services sector.
  • Demonstrated ability to apply social research, evaluation findings, and community insights to the design and improvement of practical community programs with the realities of volunteer-led ministry and local church contexts.
  • Experience in designing, implementing, and evaluating community programs, including familiarity with program logic models, evaluation frameworks, monitoring and evaluation, and key performance indicators.
  • Experience contributing to training delivery, resource development, and mentoring of staff, volunteers, or stakeholders.
  • Experience with data and reporting tools (e.g. Excel, Power BI, CRM or case management systems)
  • Understanding of sector trends and policy frameworks that impact program development and service delivery.
