Our Staff Operations team are currently looking for a Staff Development & Volunteer Capability Specialist to join the team. This role will be responsible for providing leadership for staff development and volunteer capability across Hillsong Church Australia. It owns the design, delivery, and continuous improvement of development frameworks, performance processes, and capability pathways for staff and volunteers, strengthening leadership capability and enabling clear, practical pathways for people to grow, serve, and contribute effectively.

STAFF DEVELOPMENT STRATEGY & FRAMEWORKS
- Provide organisation-wide support for staff development, leadership capability, and performance enablement across Hillsong Church Australia.
- Set and steward the organisation-wide approach to staff development, ensuring alignment with Hillsong’s mission, values, and strategic priorities.
- Own the design and evolution of the Staff Development Framework, defining leadership expectations and capability standards, and supporting People Leaders in developing their staff.
- Own and outwork the organisation-wide performance and development framework and process, including framework design, tools, leader guidance, quality assurance, and continuous improvement.
- Lead the end-to-end delivery of people development and leadership capability initiatives, including designing, building, implementing, and refining frameworks, programs, and resources.
- Translate development strategy into practical tools, learning pathways, systems, and content to support consistent application by leaders.
- Partner closely with People Leaders to identify capability needs and organisational priorities, providing informed recommendations and practical development solutions.
- Establish standards for learning and development activity, ensuring initiatives are prioritised, evaluated, and delivering meaningful impact.
- Use data and feedback to assess effectiveness and provide recommendations to the HR Manager to strengthen leadership capability and organisational maturity.
VOLUNTEER CAPABILITY, PATHWAYS & SYSTEMS
- Provide organisation-wide support for volunteer capability, pathways, and supporting systems across Hillsong Church Australia.
- Define and steward clear, scalable volunteer pathways covering connection, onboarding, training, role readiness, and progression, balancing consistency while supporting local context.
- Own the design and practical outworking of volunteer capability frameworks and pathways, personally leading the development, implementation, and ongoing refinement of tools, processes, and resources.
- Lead the rollout and adoption of volunteer pathways and standards, working directly with Campus Pastors and ministry leaders to embed consistent practice.
- Maintain accountability for the ongoing effectiveness of volunteer pathways, identifying issues, refining approaches, and delivering improvements to support healthy volunteer engagement.
- Responsible for the management of volunteer systems (PCO) from a people and development perspective, shaping requirements, content, and user experience in partnership with IT and other stakeholders.
- Set standards for volunteer onboarding, training, and role clarity, enabling campuses and ministries to adopt sustainable and repeatable models.
- Partner with Safe Church and Discipleship teams to ensure volunteer pathways align with safeguarding, screening, and compliance requirements while supporting a positive volunteer experience.
- Analyse volunteer engagement and capability data to inform decisions, identify emerging risks, and support continuous improvement across the organisation.
Ideally, the successful candidate will bring:
- Tertiary qualification in Human Resources or a related discipline preferred.
- Demonstrated experience designing, coordinating, or administering development programs, learning frameworks, or onboarding pathways within a complex environment.
- Experience working with learning or people systems (e.g. LMS / PCO) and partnering with leaders and stakeholders to deliver practical, scalable development solutions.
- Experience with a volunteer-based, community, or values-driven organisation is desirable
- Strong stakeholder engagement skills, strategic thinking capability, and a practical, delivery‑focused approach
