About APCO
The Australian Packaging Covenant Organisation (APCO) is Australia’s co-regulator for packaging and a not-for-profit organisation driving the development of a circular economy for packaging.
APCO is the entity in charge of managing and administering the Australian Packaging Covenant (the Covenant), which is a national regulatory framework under the National Environment Protection
(Used Packaging Materials) Measure 2011 (NEPM). This framework defines the collective responsibility shared by governments and businesses across Australia in managing the environmental impact of packaging.
The Role
This role is for you if you enjoy turning data and business needs into engineered solutions and practical infrastructure that help organisations make better decisions. You’re curious, technically minded and commercially aware, and you know that good data engineering is about people, communication and trust as much as it is about pipelines and systems.
You’re comfortable working across technical and non-technical teams and enjoy being the person who connects the dots between data, business needs and practical, scalable outcomes. You want to work somewhere that uses data to support real environmental and organisational impact, values initiative and continuous improvement, and is building its data engineering capability with someone who can help shape it.
We are particularly interested in candidates who have worked closely with business and operational
stakeholders, rather than in purely IT support or back-end technical infrastructure environments. The role requires someone who can bridge technical data architecture with practical business outcomes.
What you’ll be doing
Working closely with business and technical stakeholders, you’ll build and support APCO’s reporting, analysis and data governance capability, engineering solutions that turn complex information and requirements into clear, reliable and actionable outputs.
Key Responsibilities:
Data engineering and solution delivery:
- Gather and document business and data product requirements, translating them into technical specifications and data solutions.
- Design, build and maintain reporting, dashboards, data models and pipelines, identifying trends, risks, opportunities and improvement areas across complex datasets.
- Support continuous improvement of data architecture, models, processes and visualisations.
- Present technical solutions and recommendations clearly to technical and non-technical audiences.
Stakeholder collaboration:
- Work with teams across the organisation to understand reporting, analytical and process requirements, and engineer practical solutions for operational needs.
- Help stakeholders improve data accessibility, usability and confidence in reporting outputs.
- Coordinate improvement initiatives and support governance forums and cross-functional data initiatives.
Data governance and quality:
- Build and support the technical infrastructure behind APCO’s data governance practices, standards and documentation.
- Implement and monitor data quality checks and drive continuous improvement.
- Promote consistent, reliable and fit-for-purpose data management through sound engineering practice and support related reporting and compliance activities.

Experience and skills:
- Experience in data engineering, business intelligence, data analysis or reporting roles.
- Experience eliciting and documenting business requirements and translating operational needs into practical data solutions and infrastructure.
- Experience with data and reporting tools such as Power BI, SQL, Excel, ETL/pipeline tools, or similar.
- Ability to bridge technical data architecture with business priorities and decision-making.
- Experience supporting data governance, data quality or reporting/process improvement is highly regarded.
- Strong written and verbal communication skills.
- Experience in a regulatory, membership, sustainability or not-for-profit environment is beneficial but not essential.
You will be a great candidate if you have:
- Familiarity with CRM systems (Salesforce or similar tools) is desirable. with experience in a member-based organisation
- Experience in understanding and communicating compliance or regulatory requirements
- Knowledge or interest in the packaging industry, sustainable practices, and the circular economy is a plus.
