About Us:

The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

Position Summary:

This position is responsible for overseeing the day-to-day delivery of Council services within the community, ensuring the effective and efficient provision of core functions, including municipal services, waste management, roads, parks and gardens, town maintenance, walkways, animal control and welfare, and environmental protection, to deliver high-quality, timely outcomes for the community.

The position also requires the capacity to travel regularly to remote communities, including by light aircraft and 4WD, with overnight stays as required.

The key duties of this role include but are not limited to:

Municipal Services & Operations

  • Lead, oversee and monitor all municipal services,programs, and minor projects within the community.
  • Coordinate municipal assets, including plant, equipment, buildings and vehicles, ensuring transport routes and airstrips remain operational where possible.
  • Develop, implement, and maintain systems for recording civil assets, their condition and serviceability.
  • Ensure all plant and equipment are safely stored, regularly cleaned, serviced, and maintained in line with operator manuals, including daily pre‑start checks and fault reporting.

Staff Leadership & Administration

  • Provide on‑the‑job training, guidance, and support to staff, ensuring they are properly inducted, trained and aware of performance expectations.
  • Monitor staff performance, ensure safe work practices, conduct performance reviews, and address disciplinary matters promptly.
  • Oversee recruitment, payroll and administrative tasks to support departmental efficiency.
  • Ensure accurate attendance records and timely submission of timesheets.
  • Ensure all approved positions are filled and maintain a stable, reliable workforce.

Community, Agency & Stakeholder Engagement

  • Maintain effective working relationships with the Local Authority, community organisations, government agencies, and consultants.
  • Engage with relevant community, government and non-government organisations on matters affecting the community.
  • Work collaboratively with the Homelands Program Coordinator as required.

Infrastructure, Civil Works & Technical Support

  • Provide on‑ground support to the Infrastructure and Technical Services team to deliver Local Authority projects.
  • Develop, implement, and maintain processes for civil works services, including parks and gardens, waste management, cemetery operations, airstrip maintenance and minor road repairs.
  • Ensure materials, equipment and supplies are available, maintained and securely stored.
  • Travel to remote locations within the region to carry out civil works tasks as required.

Compliance, Safety & Contractual Obligations

  • Maintain a safe working environment and ensure compliance with Work Health and Safety requirements, including toolbox meetings, safety inspections, and implementation of updated procedures.
  • Perform duties as the ARO Officer and as a secondary Centrelink Agent when required.
  • Ensure mail services and swimming pool operations (where applicable) meet contractual and compliance requirements.

Programs & Additional Duties

  • Assist with remote programs, including the rollout and management of the RJED program
  • Carry out other duties aligned with skills and experience as directed by the Manager.

About You

To be successful in the role, you must have:

  • Certificate III or IV in Civil Construction, or extensive knowledge and experience in road maintenance, waste, animal control and welfare, and parks and gardens activities.
  • Previous experience working in a remote environment and indigenous community.
  • A current heavy rigid driver’s licence (desirable), or the ability to obtain heavy rigid driver’s licence if successful.
  • High level knowledge and experience in office administration including the ability to conduct research and draft reports and email correspondence.
  • Advanced skills in the use of the Microsoft Office Suite of Products, in particular Outlook, Word and Excel, with the ability to quickly learn new systems as required.
  • Current National Criminal History Check.
  • Current Working with Children (OCHRE) Card.
  • Current Northern Territory Driver’s License
  • Ability to travel regularly to remote communities by light aircraft or self-driving a 4WD, including overnight stays.
