The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

Position Summary:
Community Service Manager is primarily responsible for managing the day-to-day Council service delivery operations in the community under direction of the Director of Service Delivery and to contribute to implementing the strategic direction of the West Daly Regional Council.
The key duties of this role include but are not limited to:
- Direct, oversee and monitor all Council core services, programs and minor projects in the community.
- Manage all Council assets on the community including plant equipment, buildings and vehicles, ensuring transport routes and airstrips are operational when possible.
- Develop, support and maintain effective consultant links with the local authority and relevant community and government agencies and direct agency staff as required.
- Supervise and monitor staff in a cross-cultural environment with specific reference to developing the capacity of local aboriginal people.
- Maintain a safe working environment and ensure Occupational Health & Safety regulations are adhered to including the responsibility of emergency management outlined in the Regional Disaster Plan.
- Ensure the policies and procedures of the Council are adhered to and all resources effectively deployed.
- Develop and strengthen relationships within the Community and across all stakeholder groups to ensure Community Safety Patrol Services are delivered efficiently and meet the expectations of the Community.
- Ensure non-coercive intervention strategies are deployed to respond flexibly to each Community’s safety needs and priorities.
- Manage the Community Safety Patrol budget allocation, in consultation with the Director of Service Delivery.
- Manage financial and operational reporting within the Community Safety Patrol portfolio and meeting performance indicators as detailed within the program and funding guidelines.
- Conduct employees Performance Appraisals as per the Council’s Performance Management process.
- Work closely on the ground mentoring and developing Community Safety Patrol coordinator andimproving engagement across all Communities.
- Monitor the operation and performance of each of the Council’s Community Safety Patrol services including resourcing levels to maintain program delivery.
- Ensure that employees always maintain current Drivers Licence, Working with Vulnerable Children Card (OCHRE) and Criminal History Checks.
- Work with Grants Manager to provide the necessary reporting required by the funding agreement with Government, including quarterly performance and financial reports as well as ensuring team leaders from each community submit appropriate documentation such as daily run sheets, incident reports, and statistical data in a timely manner.
- Liaise with and advise NT Police, Director of Service Delivery, and respective Community line Manager on issues regarding criminal activity.
- Ensure that Workplace Health & Safety regulations set by Council are adhered to.
- Other duties as directed by the Director of Service Delivery.
To be successful in the role, you must have:
- Demonstrated experience in managing a range of service delivery activities and programs in a collaborative manner.
- Demonstrated ability to lead, manage and develop staff from a range of backgrounds and in a cultural context.
- Proven ability to motivate and manage teams to deliver outputs and achieve outcomes.
- Excellent organisational skills with the ability to set priorities and meet deadlines.
- Relevant industry knowledge in the field of safety patrol services or similar service.
- Well-developed oral and written communication skills including the ability to:
o consult and negotiate sensitively and effectively with Aboriginal people.
o produce clear and sound-based reports in a timely manner;
o liaise effectively with a variety of stakeholders and resolve conflict.
- Strategic and decision-making skills with an analytical and innovative approach to problem-solving.
- Understanding of business and financial planning principles and practices.
- Sound knowledge of the principles of Work Health & Safety.
- A current NT driver’s licence.
- An appropriate qualification or relevant experience.
- Sound computer skills with knowledge of Microsoft Office.
- Current National Criminal History Check.
- Working with Children (OCHRE) Card.
