About the team/About the role:
The Cancer Information and Support Services (CISS) Division aims to empower and support people affected by cancer, so that no-one needs to face cancer alone. This Division assists people as they navigate the cancer journey, easing their emotional and practical burdens and helping them make informed decisions.
CISS is currently delivering a portfolio of concurrent digital initiatives, including integration with the National Cancer Navigation Service through the introduction of a new national digital front door, CRM, and referral pathways; implementation of digital transformation solutions to support multimodal service delivery and workflow redesign; and delivery of a Service Provider Portal to modernise referral management and strengthen engagement with external service providers.
The Program Manager – CISS Digital & Navigation is accountable for the integrated delivery plan and is the delivery decision-making authority across Navigation Enablement, CISS service digitisation, and Service Provider Portal projects. The role owns delivery planning, sequencing, milestones, budget, reporting, and the management of risks, issues, and dependencies to support timely, aligned, and sustainable delivery. Working closely with the Product Owner, who sets the product vision, roadmap, backlog priorities, user experience direction, and strategic trade-offs, the Program Manager translates those priorities into executable plans and coordinates delivery across teams, vendors, and partners.

Key responsibilities of the role:
- Own and maintain the integrated delivery plan across Navigation Enablement, CISS service digitisation, and Service Provider Portal projects, aligning scope, sequencing, milestones, and interdependencies.
- Translate Product Owner priorities into phased delivery plans, clear work packages, and practical implementation pathways.
- Lead management of program risks, issues, dependencies, assumptions, and decisions, escalating where required to protect delivery outcomes.
- Lead end-to-end change management and communications plan across the multi-stream program, ensuring effective stakeholder engagement, adoption, and alignment with strategic objectives.
- Coordinate delivery across internal teams, vendors, and external partners to prevent duplication, reduce rework, and maintain momentum across concurrent initiatives.
- Provide clear governance, reporting, and delivery oversight across the projects, including integrated status reporting, RAID management, decision tracking, and escalation pathways.
About you:
Essential:
- Demonstrated experience leading and coordinating complex digital or transformation programs involving multiple workstreams, interdependencies, and stakeholders.
- Strong project and program management capability, including integrated planning, milestone management, dependency management, RAID management, budget oversight, governance, and reporting.
- Proven ability to make delivery decisions and translate strategic or product priorities into phased delivery plans, implementation approaches, and coordinated execution.
- Experience coordinating vendors, delivery partners, and cross-functional teams to deliver outcomes in complex environments.
- Excellent stakeholder engagement, communication, and influencing skills, with the ability to build alignment across business, operational, and technical teams.
- Strong analytical, problem-solving, and risk management skills, with the ability to identify issues early, manage dependencies, and drive effective resolution.
Desirable:
- Experience delivering client-facing digital services, service transformation, or workflow redesign initiatives.
- Exposure to CRM, telephony/contact-centre, referral, portal, or systems integration platforms, preferably including Microsoft Dynamics 365 or similar enterprise solutions.
- Understanding of human-centred design, service design, or operational readiness approaches that support successful implementation and adoption.
- Formal project or program management qualifications and/or experience working in agile and hybrid delivery environments.
