The Position:
STACK is seeking a passionate and dynamic EHS Manager to support its growing team in Tokyo to provide specialist EHS support to the team across multiple projects and DC Operation in Japan. As an owner’s safety representative, you will partner with our General Contractors
and their subcontractors to develop and drive proactive safety culture that ensures that every worker on-site, our customers, and the public remain safe during the construction of our data centers. Our EHS Manager is a critical part of our team and a valued member of our overall health and safety department. You will help ensure site safety programs meet regulatory requirements and adhere to STACK Infrastructure’s expectations for job site safety which goes above and beyond basic compliance. As a subject matter expert in EHS with a strong background in construction and heavy lifting, the successful candidate
will be a detail-oriented, communicative leader who adheres to the highest standards of excellence.
- Minimum 5- 10 years’ experience with EHS in the construction industry, preferably with data center construction or large infra-structure projects experience.
- Proficient with the management of high-risk activities including electrical safety, excavation, fall protection, material handling and lifting operations.
- Experienced in communicating and problem solving as a team with contractors and sub-contractors.
- A background and knowledge working with specific trades such as civil engineers, pre-cast concrete, electricians, steelworkers, plumbers, HVAC, etc.
- Understanding of the complexities of multi-employer worksites and able to handle and manage multiple stakeholders.
- Experienced trainer on construction safety topics and comfortable working with a wide variety of trades.
- Demonstrated experience conducting construction site safety audits and inspections.
- Experience conducting incident investigations and can follow reporting processes.
- Excellent written and verbal communicator who understands the importance of timely communications and reporting.
- Familiar with ISO 14001 and ISO 45001 standards to develop and implement.
Roles and Responsibilities:
- Work collaboratively with the General Contractor’s (GC) safety and construction teams to identify hazards and provide pragmatic solutions to eliminate and minimize the risk to workers, visitors and the public.
- Contribute to discussions on Health and Safety matters, monitor compliance with relevant OHS/Environmental legislation and GC’s plans, procedures and SWMS.
- Conduct Contractor Prequalification and monitor the implementation and effectiveness of GC Project WHS and Environmental Management Plans.
- Conduct periodic audits to monitor compliance with GC EHS Management plans and High-Risk Activities to ensure effective implementation of controls and procedures.
- Review Method of Statement, Risk Assessment and Control Measures, Safe Work Method Statements (SWMS)/Procedures for Data Centre construction, fit out and DC Operational Related Activities.
- Conduct daily site walks spending a minimum of 4 to 6 hours of equivalent time to identify hazards, missing controls, correcting unsafe acts, hazardous conditions and monitor safe work practices at work floor area.
- Record daily safety observation form safety walk and ensure that all Project management team members also conduct safety walks and report/record their safety walk observations
- Communicate Site safety observation with respective contractor/subcontractor, Issue and monitor close-out of non-conformance and non-compliance reports.
- Verify trade contractors’ inspections, preventive and corrective actions against safety observations.
- Collect, prepare and submit monthly site EHS Performance Report in prescribed format completing all the requested data to VP EHS & Compliance APAC.
- Notify, manage, escalate, investigate to establish root cause, recorded and closed out in accordance with local legislation, GC, STACK and any applicable client requirements.
- Assist with accident/incident and near miss investigations to identify the root cause and present to Leadership team.
- Pan and conduct EHS Skill and Leadership Training and EHS Activities at for construction and operations team including STACK Safety Day and All Hands Together.
- Attend and contribute to Contractor/ Subcontractor pre-start meetings and toolbox talk and monthly PCG meetings.
- Contribute towards a tidy and orderly work site and ensure that a high standard of housekeeping is always maintained.
- Conduct license checks for trade contractor qualifications. Monitor that measuring and test equipment calibration checks are conducted.
- Plan, participate, conduct and review site specific EHS Risk Assessment before starting of activity and updated as site conditions/construction stages change.
- Maintain, review and revise Integrated Business Management System in alignment with ISO 9001, 14001 and 45001.
- Maintain and keep update all necessary records to ensure compliance and maintain ISO certification
- Lead and coordinate IBMS certification and surveillance audit
- Lead and drive Data Centre Operations EHS Process and ensure implementation.
- ·Any other EHS duties assigned by STACK Management or VP EHS & Compliance APAC.

Qualifications & Experience:
• Tertiary qualification in Environment, Health and Safety or Engineering.
• Masters in EHS will be an added advantage.
• 8+ years’ experience in managing EHS for large infrastructure construction projects.
• Data Centre and electrical infrastructure project experience with any Hyper scaler will be an added advantage
• Experience in ISO 45001 and 14001 management system development and implementation
• Incident Investigation qualification or experience.
• Experience in dada center construction is desirable.
