Program Manager – Strengthening Family Connections – Level 5.1
The Program Manager holds accountability for the quality, compliance, and performance of a diverse suite of family support programs serving Aboriginal and Torres Strait Islander communities across a large and complex geographic footprint.
Leading a team of ten to twelve staff including Senior Practitioner, Specialist Workers and Case Workers. The Program Manager provides high-level people management, practice oversight, and supervisory leadership while also carrying responsibility for state government and funding body reporting, stakeholder engagement, and remote site operational support. This is a senior leadership role requiring a highly experienced, and systems-focused practitioner with a demonstrated capacity to lead teams and programs effectively across remote and community-controlled service delivery contexts. A deep commitment to Aboriginal and Torres Strait Islander self-determination, the rights and wellbeing of children and families, and the mission of RAATSIC as a community-controlled organisation is fundamental to this position.
- Demonstrated senior leadership and people management capability, with the ability to lead, supervise, and develop a diverse multidisciplinary team of ten or more staff across multiple programs and sites
- Sound knowledge of family support, child protection, and domestic and family violence service systems in Queensland, including the legislative, policy, and funding frameworks underpinning FWB, FPP, and community-controlled service delivery
- Advanced understanding of trauma-informed, strengths-based, and culturally safe practice frameworks, with the ability to embed these across program operations and team culture
- Demonstrated ability to provide high-level practice oversight and supervision, supporting Senior Practitioners and Specialist Workers to maintain reflective, evidence-informed, and legislatively compliant casework practice
- Strong program management skills, including the ability to plan, monitor, and evaluate service delivery across multiple concurrent programs, manage budgets, and drive continuous improvement in program performance and outcomes
- Demonstrated experience preparing and submitting government and funding body reports, with a high level of accuracy, attention to detail, and understanding of contractual compliance obligations
- Proven ability to manage remote service delivery, with an understanding of the unique challenges and opportunities of delivering community services in remote Aboriginal and Torres Strait Islander communities
- Highly developed stakeholder engagement and relationship management skills, with the ability to represent the organisation effectively with government agencies, funding bodies, community organisations, and Aboriginal and Torres Strait Islander communities and Elders
- Excellent written and verbal communication skills, including the ability to produce high quality reports, briefing papers, correspondence, and program documentation for a range of audiences
- Strong analytical and critical thinking skills, with the ability to identify and respond to complex practice, operational, and workforce challenges with sound professional judgement and a solutions-focused approach
- Demonstrated understanding of and commitment to Aboriginal and Torres Strait Islander self-determination, the community-controlled sector, and culturally responsive leadership in a community services context
- Capacity to work with a high degree of autonomy, manage competing priorities across a complex portfolio, and maintain clear and proactive communication with the Operations Manager and Chief Executive Officer
Requirements:
- Holds a current C Class Queensland Drivers Licence
- Hold or is willing to obtain prior to employment a current Working with Children Check (Blue Card)
- Demonstrated experience working in social services, with direct experience in DFV
- Knowledge of trauma-informed practice and experience applying this with individuals and families from diverse backgrounds
- Working knowledge of the Domestic and Family Violence Protection Act 2012 and the Child Protection Act 1999, or demonstrated capacity to acquire this knowledge
- Capacity to travel across RAATSIC business locations including remote communities
- Ability to work outside core RAATSIC business hours of 8:30am to 5:00pm if required
