The Queensland Aboriginal and Torres Strait Islander Child Protection Peak (QATSICPP) is the peak body for Aboriginal and Torres Strait Islander child protection and youth justice for all children and young people in Queensland. QATSICPP works to influence policy, build sector capacity, and advocate for culturally strong, community-led systems that uphold the rights of Aboriginal and Torres Strait Islander children, young people, families, and communities in the child protection system and for all children and young people in the youth justice system.

About the role

We are seeking an experienced and hands-on HR Manager to oversee the day-to-day human resources operations of our organisation. This role is responsible for managing HR processes across the employee lifecycle, including recruitment, supporting performance management, HRIS administration, compliance, and employee relations. This role ensures all practices align with organisational policies, legislative requirements, and community-controlled values.

This is an operational HR role with a focus on delivering practical HR solutions and supporting staff and leadership in a professional and culturally safe environment.

Key Duties and Responsibilities Include:

  • Manage end-to-end HR operations across the employee lifecycle, including recruitment, onboarding, supporting performance management, employee relations, and separation processes.
  • Develop and maintain Position Descriptions and prepare employment contracts.
  • Coordinate end-to-end recruitment campaigns.
  • Maintain and optimise the HRIS (Employment Hero).
  • Develop HR documentation, including letters of variation, salary adjustments, employment confirmations, and other employee correspondence.
  • Support performance management processes.
  • Ensure compliance with workplace laws, awards, policies, and ethical standards.
  • Support culturally safe workplaces for Aboriginal and Torres Strait Islander staff and promote inclusion and respect in all HR practices.
  • Coordinate organisational learning, development, and wellbeing initiatives.
  • Support quality management processes and ISO compliance, including maintaining documentation and assisting with audits or surveillance activities.
  • Provide operational HR support to leadership.

Professional Skills and Experience

  • Demonstrated experience managing operational HR functions in a medium to large organisation.
  • Tertiary qualifications in Human Resources, Industrial Relations, Business or a related field, desired.
  • Strong understanding of Aboriginal and Torres Strait Islander cultures, community governance and the principles of self-determination.
  • Experience with HRIS systems (preferably Employment Hero) and HR data management.
  • Ability to draft HR documentation, including contracts, letters of variation, and performance-related correspondence.
  • Excellent organisational, communication, and interpersonal skills, with the ability to manage multiple priorities effectively.

Mandatory Requirements:

  • Current Queensland Working with Children’s Card (Blue Card) or eligibility to apply.
  • Ability and willingness to travel across Queensland and other states as required.
  • Current Queensland Drivers Licence.
