The Role:

As the Pre-Construction Manager, you will assist the front‑end development of projects, shaping opportunities from initial concept through to contract award. This role plays a critical part in setting projects up for success by providing accurate cost planning, robust proposals, and clear execution strategies before handover to delivery teams.

Working closely with the sales, engineering, and project teams, you will translate early‑stage designs and client requirements into well‑structured estimates, risk assessments, and proposals.

You will bring a strong understanding of the full project lifecycle, allowing you to anticipate downstream impacts while remaining focused on pre-install outcomes.

Responsibilities:

  • Assist with all preconstruction activities for projects, from early concept and feasibility through to contract award.
  • Prepare detailed cost estimates and budgets covering mechanical, electrical, and operational scopes, including labour, materials, logistics, and installation.
  • Develop and coordinate client proposals and tenders, ensuring technical accuracy, commercial competitiveness, and compliance with client specifications and site requirements.
  • Work closely with engineering, electrical, and mechanical teams to define scope, methodologies, construction sequencing, and execution strategies.
  • Review drawings, technical documentation, layouts, and preliminary designs to provide constructability, cost, and risk input.
  • Lead value engineering and cost optimisation initiatives while maintaining performance, safety, and reliability standards expected in mining and heavy industrial environments.
  • Engage with suppliers, subcontractors, and OEMs during pre‑award phases to obtain pricing, validate lead times, and assess technical capability.
  • Support go/no‑go decisions by providing robust cost, schedule, risk, and commercial assessments to senior leadership.
  • Develop high‑level project schedules and logistics plans, accounting for remote sites, shutdown windows, site access, and commissioning requirements.
  • Identify and document risk registers, assumptions, and exclusions, with a clear understanding of downstream delivery and contract impacts.
  • Prepare comprehensive handover packages for delivery, project management, and installation teams once projects are awarded.
  • Contribute to the continuous improvement of estimating tools, preconstruction processes, and standard templates.

Skills & Experience:

  • Proven experience in a preconstruction, estimating, or commercial role within industrial, mining, energy, or heavy manufacturing environments.
  • Strong exposure to mechanical and/or electrical project scopes, such as plant equipment, ventilation systems, power distribution, switchboards, controls, or process infrastructure.
  • Demonstrated experience supporting contractor‑led projects through tender and pre‑award phases.
  • Solid understanding of the full project lifecycle, including engineering, procurement, installation, commissioning, and handover (without necessarily running delivery).
  • Experience working on projects in operational mine sites or remote locations is highly regarded.
