The Role
Defence is seeking an experienced Systems and Software Engineer with a demonstrated experience in testing and evaluation capable of supporting the execution of JCG’s Sponsor role for JP9141. There is a strong preference for candidates who are familiar with and have a demonstrated record of working within the Defence portfolio given the challenging and complex tasks delivering measurable capability outcomes. It is expected that candidates will have relevant qualifications and skills in capability management, and relevant Defence experience.
The Service Provider will report to Director Joint Communications as their second level supervisor, and their immediate report will be Deputy Director COMSEC.
The candidate will be required to support the project JP9141 PH1 (and the broader COMSEC Program) in undertaking activities, informing the production of project documentation, to deliver capability submissions to Government. In supporting the project the candidate will be expected to:
1. Identify, manage and coordinate trials required for new or modified capabilities including risk identification and treatment recommendations (that is covering multi-domain integration and interoperability risks) and safety programs.
2. Plan, conduct and report on the assessment of operational effectiveness and operational suitability of new or modified capability to expected baselines.
3. Analyse T&E results and develop test reports suitable for senior committee review.
4. Analysis of T&E results to demonstrate or prove new and upgraded capability meets agreed and/or expected baselines.
5. Advising JCG on T&E matters.
6. Develop evidence based recommendations to the CM/sponsor for the Operating Capability, Full Operating Capability and other Joint Force Operational Capability milestones of the new or modified and multi-domain capabilities.
7. Assist and where required lead in the development of Plan DELPHIC programmatic Test and Evaluation Management Plan (TEMP) activities.
8. Implement trial safety and risk analysis.
9. Lead T&E coordination between the domains to achieve integrated, Joint T&E outcomes to ensure:
(1) The capability is accepted into service
(2) Deficiencies are identified, managed and rectified satisfactorily
(3) Programmatic and technical risks are identified and managed.
10. Provide advice and support to project managers and supported Directorates on COMSEC T&E requirements including methodology, planning, scheduling, conduct, evaluation and reporting.
11. Work collegiately in a small team environment and share skills and experience with JCG and other T&E staff.
12. Services are to be provided commensurate with relevant Australian and International Standards, regulations and Defence requirements.
13. Provide support to C4ISR Design on Waveforms Standards and US/NATO specifications.
14. Provide mentoring to recruited APS member on all aspects of the position prior to contract expiry.
An NV2 clearance is required for this role.
About You
This role requires the following skills and experience:
1. Extensive knowledge and a working understanding of the One Defence Capability System.
2. A base knowledge and understanding of the components that comprise Defence COMSEC and the capacity to quickly comprehend what may constitute an element of the COMSEC ecosystem. This will include hardware implications such as understanding what comprises HACE and commercial grade equipment.
3. Experience in conducting capability and concept development in context with technical security.
4. Experience in conducting security requirements analysis and development.
5. Experience in preparing independent security verification and validation plans and procedures.
6. Demonstrated experience in delivering engineering services, regulatory compliance, resource management and project outcomes.
7. Experience working in the Defence environment, with a minimum previous 5 years of employment (contracted or otherwise) with the Department.
8. Ability to build rapport, be consultative and to conduct or facilitate stakeholder meetings such as working groups and integrated project team meetings.
9. Ability to be creative or innovative when circumstances demand that alternate options should be considered.
10. Ability to work under broad direction, be outcomes focussed and operate as part of a small integrated and matrix team.
