The Role
An exciting opportunity exists for an experienced Commercial Officer to join Space
Systems Branch in the Space Domain Awareness System Program Office (SDACSPO)
providing contracting and procurement support.
The Commercial Officer will deliver on the following key outcomes:
- Effective procurement delivery
Procurement activities are planned and executed efficiently from end to
end, resulting in compliant, timely, and value‑for‑money procurement
outcomes.
- Sound commercial and procurement advice
Accurate, timely, and well‑reasoned advice is provided on procurement, policy and technical, commercial, legal, and financial matters, enabling informed decisions and successful contract management.
- High‑quality documentation and reporting
Complex and commercially sensitive correspondence, reports, submissions,
and contract change proposals are prepared to a high professional
standard, fully compliant with legislative, policy, and procedural
requirements.
- Effective management of commercial and legal risk
Commercial risks, legal principles, and contractual performance
requirements are clearly identified, communicated, and managed to
protect organisational interests.
- Compliance with legislative and policy frameworks
Procurement and contracting activities fully comply with the
Commonwealth Procurement Framework and all mandatory legislative and
policy obligations.
- Proactive risk management
Risks associated with procurement, contracting, and contract performance
are systematically analysed, with practical and effective mitigation
strategies implemented.
- Strong stakeholder engagement and negotiation
Productive working relationships are established with internal and external
stakeholders, supporting effective negotiation, risk management, and the
achievement of value‑for‑money outcomes.
The preference is for this role to be ADL based – however they will accept applicants that are Canberra based.
About You
SDACSPO is seeking a skilled Commercial Officer to join our team. The ideal
candidate will bring proven commercial experience, ideally gained in large,
complex organisations, and will demonstrate the following:
- Consistent delivery of effective procurement and contract outcomes
Demonstrated commercial experience supporting end‑to‑end procurement
and contract management, with the ability to operate confidently in
complex, high‑risk environments.
- Strong understanding of government and Defence frameworks
Well‑developed knowledge of government procurement and legislative
frameworks, or the demonstrated ability to rapidly acquire this knowledge,
including an understanding of government decision‑making processes and
Defence mission and policy requirements.
- High‑quality advice, analysis, and reporting
Excellent written and verbal communication skills, enabling the delivery of
clear, well‑structured briefings, comprehensive reports, and professionally
drafted correspondence, including complex and commercially sensitive
material.
- Sound commercial judgement and risk awareness
Strong business acumen, critical thinking, and problem‑solving skills, with
the ability to assess commercial and contractual risks, exercise sound
judgement, and recommend practical, value‑for‑money solutions.
- Effective stakeholder engagement and negotiation
Proven ability to engage, influence, and negotiate with a diverse range of
internal and external stakeholders, building trusted relationships that
support procurement objectives and organisational outcomes.
- Integrity, professionalism, and discretion
High ethical standards, professionalism, and discretion when dealing with
sensitive commercial, legal, or organisational matters.
- Personal drive and delivery focus
Well‑developed organisational skills, initiative, and self‑direction, with the
ability to prioritise competing demands, influence others, and contribute to
the achievement of business objectives.
- Qualifications in Law, Business, Commerce, Finance, Contract Management
and/or Procurement may be considered an advantage.
- A working knowledge of the Commonwealth Procurement Rules and
project governance is highly desirable.
