The Role

We are seeking a suitably qualified and experienced Systems Manager to operate as an embedded part of the team.

The Minors Systems is made up of various Commercial off the Shelf (COTS) and purpose built Geospatial and Intelligence Deployable ICT Systems.

Specific Tasks for candidate’s primary responsibility:

  • The Systems Manager will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work.
  • They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures.
  • They will provide detailed systems engineering technical and professional advice in relation to complex work.

Essential job criteria:

  • The Systems Manager will exercise a considerable degree of independence and perform a leadership role.
  • They will exercise sound decision making and judgement to support capability sustainment requirements in line with stakeholder requirements.
  • They will have in-depth knowledge of the Defence Capability Life Cycle and are responsible for the development, implementation, compliance and review of policies and procedures relevant to the function of capability sustainment.
  • They will provide detailed product management technical, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development.
  • Manage the sustainment of the CA40 Minors enterprise systems to the required level of capability within the assigned budget in line with the Army Product Management Plan (PMP).
  • Analyse, develop and implement product management options that achieve optimal use of Defence assets, balancing cost, opportunities and risks against desired asset performance, including system reporting, stakeholder liaison and engagement, configuration management, security accreditation, system reviews, CIOG change management, budget management, procurement activities for software, hardware and licensing, contract management, and other governance activities as directed.
  • Procurement – responsible for the conduct of simple and comprehensive procurement in accordance with Commonwealth Procurement Policy and Divisional/Branch/SPO processes. This includes but not limited to drafting of Endorsement to Proceed (EtP), Section 23 (s23) and AE 643 documents.
  • Responsible for inventory management activities and through life processes of the capabilities supported.
  • Liaise with operational stakeholders to ensure that operational requirements related to sustainment are satisfied.
  • Support Systems Engineer with maintaining engineering authority and system baseline of the systems as part of the authorised engineering processes.
  • Act as Commonwealth representative during system testing activities conducted by contractors, when required.
  • Provide advice as required to stakeholders, including Capability Manager, contractors, Fundamental Inputs Capability (FIC) stakeholders and Boards.

Travel – Infrequent interstate travel may be required.

As the successful candidate, you will possess the following skills:

  • Ability to solve complex problems and manage issues to support delivery of capability, including understanding of the technical, operational and logistical requirements.
  • Ability to analyse, design, plan, execute, and evaluate work to time, cost and quality targets while assessing and evaluating risk, Communicates highly effectively, both formally and informally including advanced technical writing skills.
  • Ability to perform an extensive range and variety of complex technical work demonstrating creativity, initiative and responsibility.
  • Establishes milestones and has significant influence over the allocation and management of resources appropriate to given assignments.
  • Builds appropriate and effective business relationships.
  • Demonstrated significant experience with systems and software safety, security and managing technical risk.
  • Demonstrated experience with networking, computers and operating systems.
  • Takes initiative to keep skills up to date, maintaining awareness of industry developments and continuous improvement opportunities.
  • Evaluates and ensure that the capability sustainment meets requirements in line with legislation, policy and regulatory frameworks. Preferable Defence experience:
  • An understanding or user level experience of relevant application(s) such as Military Integrated Logistics Information System (MILIS) Defence and/or CASG experience.
  • Understanding of land material technical integrity in line with the Technical Regulatory Framework (TRF) – Land Material Safety Manual (LMSM).
