The Role
Defence is seeking an experienced Project Management support with a demonstrated experience in Defence COMSEC. There is a strong preference for candidates who are familiar with and have a demonstrated record of working within the Defence portfolio given the challenging and complex tasks delivering measurable capability outcomes.
It is expected that candidates will have relevant qualifications and skills in capability management, and relevant Defence experience.
This role will report to Director Joint Communications as their second level supervisor, and their immediate report will be Deputy Director COMSEC.
The candidate will be required to support the project JP9141 (and the broader COMSEC Program) in undertaking activities, informing the production of project documentation, to deliver capability submissions to Government. In supporting the project the candidate will be expected to:
1. Lead the Capability Manager (JCG) with day-to-day programmatic activities associated with JP9141 COMSEC Modernisation delivery in conjunction with CASG.
2. Co-ordinate Joint COMSEC Directorate acquisition activities including the provision of regular updates on JP 9141 and on schedule data/risks of other projects remediating or modernising COMSEC-related capabilities.
3. Prepare and maintain JCG project artefacts and assist in the review, consultation and clearance of COMSEC-related capability documentation.
4. Actively participate, support and where needed lead the Capability Manager (JCG) input to CASG development of Plan Delphic JP 9141 COMSEC Modernisation MAA Implementation, ILS and Delivery plans.
• Proactive identification of potential risks to effective Phase 1 & Phase 2 Tranche 1 delivery,
• Analysis of risks and proactive management of potential issues,
• Development and implementation of effective mitigation plans for arising issues,
• Timely communication and forward-thinking of potential programmatic matters that might affect successful delivery of JP9141 outcomes.
5. Develop evidence based recommendations to the CM/sponsor for the Operating Capability, Full Operating Capability and other Joint Force Operational Capability milestones of the new or modified and multi-domain capabilities.
6. Support the development of JP9141 modernisation strategies, develop analysis tools, project plans and documentation required for senior committee and government consideration in accordance with the Capability Life Cycle program committee and approval processes.
7. Support the identification of suitable Australian Industry capability and capacity options and actively engage with the development of the COMSEC Industry Engagement Strategy and associated activities.
8. Represent JCG COMSEC and Defence in stakeholder meetings when needed. Produce or review documentation required for COMSEC Programme Steering Group, Investment Committee, Joint Capability Co-ordination Council and other working groups and committees.
9. Conduct FIC remediation activities in support of the Defence COMSEC modernisation.
10. Provide SME support to Defence COMSEC modernisation and interoperability test and evaluation activities.
11. Manage Defence Export Controls compliance for JP 9141.
12. Work collegiately in a small team environment and share skills and experience with JCG and other staff.
13. Manage day to day project activities, including workshops, stakeholder engagement, communications and liaison between JCG and other stakeholders.
14. Services are to be provided commensurate with relevant Australian and International Standards, regulations and Defence requirements.
15. Provide mentoring support to upskill the APS staff member on all aspects of the Project Manager role.
About You
The ideal candidate will have the following skills and experience:
1. Recognised expertise and extensive demonstrated experience (minimum 15 years) within Defence as a Project/Program Manager/Director of large and complex Defence Command, Operations, Acquisition and/or Support appointments and programs.
2. Seeking an experienced Program Manager to support DELPHIC implementation, especially acquisition and ongoing programmatic development activities.
3. Experience with High Assurance Cryptographic Equipment (HACE) and commercial grade COMSEC capabilities, especially their use within Defence networks.
4. Experience working in the Defence environment, with a minimum previous 8 years of employment (contracted or otherwise) with the Department.
5. Ability to work closely with all COMSEC stakeholders which include CASG, the three Service Headquarters, Defence Digital Group (DDG), Australian Signals Directorate (ASD) and Industry representatives.
6. Ability to be creative or innovative when circumstances demand that alternate options should be considered.
7. Ability to work under broad direction, be outcomes focussed and operate as part of a small integrated and matrix team.
An NV2 clearance is required for this role.
