The Role

Land Command, Control, Communications and Computer Systems Branch (LC4S Branch) seeks a suitably qualified and experienced Finance Manager to operate within the Command, Control, Communications and Computer Project Office (C4PO), embedded within the Program Management Office (PgMO).

The C4PO provides programmatic governance and strategic support to the Branch Executive Team, delivering considered insights across schedule, financial performance, risks, and issues enabling timely and informed decisions. The team oversees coordination of LAND 4140 delivery, managing competing relationships across multiple SPO delivery teams. This structure enables delivery teams to focus on capability execution, whilst driving government submissions, maintains program level governance, and ensures integrated oversight across the program.

This role drives financial strategy and cost control across the Branch, while executing day-to-day financial management and program control activities. It delivers specialist financial advice and program controls across a complex, multi-capability environment, integrating financial management across acquisition and sustainment activities to support delivery outcomes.

About You

As the Finance Manager, you will operate with limited guidance, demonstrating a strong outcome focus and accountability for delivering results. You will apply sound judgement, initiative, and excellent communication skills to provide technical, professional, and policy advice across financial and cost management functions. The role contributes to strategic planning, program delivery, and decision support through the analysis and interpretation of financial and costing information.


The successful candidate will demonstrate:

• Experience in complex Defence projects, within a finance and/or cost management role.

• Strong ability to build and sustain stakeholder relationships, including communicating with influence.

• Proven capability to analyse financial data and provide strategic advice to senior decision-makers, including identifying and articulating risks.

• Experience in cost estimation, cost analysis, and cost validation.

• Ability to solve complex problems and actively manage issues to support capability delivery, with an understanding of technical and operational requirements.

• Proficiency in Financial Management Information Systems (FMIS) to generate reports, assess project financial status, and process financial transactions.

• A demonstrated ability to show initiative and work autonomously.

Essential experience and / or qualifications:

• 5+ years’ experience in finance, commercial, or cost management roles.

• Strong analytical and data interpretation skills.

• Proven experience in managing various stakeholder equities.

• Deep understanding of the programmatic and strategic environment.


Highly desirable experience and / or qualifications:

• Experience working within Defence (finance, projects, or commercial environments).

• Experience with Two Pass cost estimation processes and templates (essential) and CEAMOT (desirable).

• Strong understanding of Defence processes and organisational structures.

• Knowledge of the One Defence Capability System (formerly Capability Life Cycle Framework).
