About the Role:

The Chief Financial Officer (CFO) is responsible for providing strategic and operational leadership of Biripi’s financial management, ensuring the organisation’s financial sustainability, accountability, and compliance with all relevant legislation, funding agreements, and accounting standards. The CFO will oversee financial governance, reporting, audit, budgeting, asset management, and risk functions, ensuring decisions align with the organisation’s strategic plan and community priorities.

The key objectives of the role include:

  • Advise the CEO and Board on all financial matters, providing clear, evidence-based insights to support informed decision-making
  • Lead the development of annual budgets, rolling forecasts, and long-term financial strategies aligned with Biripi’s 5-Year Strategic Plan.
  • Ensure compliance with AASB, ACNC, and ORIC reporting standards and statutory obligations.
  • Support organisational growth through sustainable financial modelling, risk forecasting, and scenario analysis.
  • Oversee all accounting functions, including general ledger integrity, cash flow management, and reconciliations.
  • Prepare timely monthly, quarterly, and annual financial reports for the Board, CEO, and funding agencies.
  • Ensure all funding acquittals, BAS, PAYG, and superannuation obligations are submitted accurately and on time.
  • Coordinate the preparation and completion of annual external audits and liaise with auditors, funding agencies, and regulators.
  • Maintain and implement financial policies in line with ORIC governance and ACNC standards.
  • Oversee internal controls, delegations of authority, and compliance with the CATSI Act, Fair Work Act, and Aboriginal Community Controlled Health Services (ACCHS) governance requirements.
  • Identify financial risks and implement mitigation strategies in collaboration with CEO, ELT & Board.
  • Oversee funding agreement management, ensuring compliance with grant deliverables, acquittals, and expenditure tracking.
  • Lead and mentor the Finance team, fostering a culture of accountability, continuous improvement, and cultural respect.
  • Build capability across business unit managers to understand and manage program budgets effectively.

Essential Criteria:

  • Tertiary qualification in Accounting, Finance, or Commerce.
  • Full professional membership (CPA or CA).
  • Minimum 5 years’ senior finance leadership experience, preferably in a not-for-profit, Aboriginal, or health/community sector organisation.
  • Demonstrated experience managing multi-program budgets exceeding $10 million annually
  • Proven ability to interpret and apply AASB, ACNC, and CATSI Act financial governance requirements.
  • Strong analytical, forecasting, and strategic financial planning skills.
  • Excellent communication and interpersonal skills, with the ability to engage with Board members, Elders, and funding agencies in a culturally safe and respectful manner.
  • Demonstrated leadership of high-performing finance teams.
  • High proficiency in financial systems (e.g., MYOB, Xero, Excel, Employment Hero).

Familiarity with Commonwealth and State funding programs (IAHP, PSP, CHSP, MoH, etc.) and understanding of local Biripi cultural protocols and community priorities is highly desirable.
