Purpose of the Position

The Executive Lead – Human Resources provides strategic leadership and oversight of CQID’s human resources function, ensuring the delivery of a high-performing, compliant, and capability-driven workforce aligned to organisational priorities and growth.

This role operated as the lead integrator of CQID’s two-stream HR model, comprising Talent and Employee Relations and Workforce Capability and Development. It is responsible for ensuring these streams do not operate as parallel functions, but as a connected and continuous HR system, with clear process ownership, defined handover points, and seamless workflow across the employee lifecycle.

A key focus of the role is to embed a systems-based approach to HR, where workforce risk, compliance, recruitment, onboarding, performance, and capability development are aligned and mutually reinforcing. This ensures that insights from employee relations and compliance directly inform workforce capability strategies, driving continuous improvement across the organisation.

You will play a critical leadership role in strengthening organisational capability, embedding best practice systems and processes, and positioning CQID as an employer of choice within the community-controlled sector.

A core component of the role is the provision of executive oversight of complex workforce matters, including WorkCover, Fair Work, and industrial relations. This ensures workforce risk is proactively managed while supporting the development of a structures, scalable, and future-focused HR function.

Responsibilities and Duties

  • Provide executive leadership across HR strategy, planning, and service delivery aligned to CQID’s strategic direction
  • Lead and embed the two-stream HR operating model, ensuring effective separation and alignment of:
  1. Talent and Employee Relations
  2. Workforce Capability and Development
  • Demonstrate high-level industrial and employee relations expertise, providing oversight and direction on:
  1. Performance management
  2. Grievances and disciplinary processes
  3. Complex investigations and workforce matters
  • Lead and manage Work Cover claims, injury management, and return to work frameworks
  • Provide executive oversight of Fair Work matters, disputes, and compliance with employment legislations and SCHADS Awards
  • Support and build capability of managers to improve people management practices across the organisation
  • Lead workforce planning initiatives to align capability with organisational growth and service delivery needs
  • Oversee recruitment, onboarding, and workforce development frameworks to ensure consistency and quality
  • Drive the development and implementation of training and capability uplift programs informed by compliance data and system insights
  • Ensure effective utilisation of HR and compliance systems (e.g. Employment Her, CompliSpace) to support reporting, monitoring, and continuous improvement
  • Provide high-quality workforce reporting, analysis, and insights to the Executive Leadership Team
  • Foster a positive, culturally safe, and high-performing workplace culture
  • Lead HR-related projects, drive continuous improvement, and support organisational change initiatives
  • Work collaboratively with Compliance to ensure strong governance, reporting, and assurance frameworks
  • Manage HR resources and budgets, including training, development, and wellbeing initiatives
  • Always work to advance the reputation of CQID and undertake additional relevant duties as required
  • Participate and contribute to CQID’s compliance obligations under the ISO 9001:2015 Quality Management System and Human Services Quality Framework (HSQF)
  • At all times work within CQID’s Workplace Health & Safety Policies and Procedures

Deliverables after 6-12 months in the role

  • Successful implementation of the two-stream HR operating model
  • Strengthened management of Work Cover, Fair Work, and employee relations matters, with clear governance and reporting
  • Established structures workforce capability and development framework aligned to organisational needs
  • Improved utilisation of HR and compliance systems, with consistent reporting and dashboard monitoring in place
  • Delivery of targeted training and capability uplift programs informed by compliance and workforce data
  • Enhanced recruitment, onboarding, and performance management frameworks
  • Established regular workforce reporting to Executive and leadership teams
  • Strengthened alignment between HR and Compliance functions

To be successful in this role you will need to demonstrate capability in the following areas:

Qualifications and Experience

  • Tertiary qualifications in Human Resources, Business, Law, or a related discipline
  • Extensive senior HR leadership experience (8+ years), including leading teams and operating at an executive level
  • Demonstrated experience managing complex workforce matters, including:
  1. Work Cover claims and injury management
  2. Fair Work matters, disputes, and claims
  3. Employee relations, investigations, and disciplinary processes
  • Strong knowledge of Australian employment legislation, including:
  1. Fair Work Act and National Employment Standards
  2. SCHADS Award
  • Proven experience implementing HR structures, frameworks, or operating models
  • Experience in workforce planning, recruitment, and organisational capability development
  • Experience working within community services, not-for-profit, or Aboriginal and Torres Strait Islander organisations
  • Experience working within compliance and quality frameworks such as HSQF
