Purpose of the Position

The Chief Corporate Officer (CCO) provides strategic and operational leadership of CQID’s core financial administration functions, specifically overseeing accounts payable, payroll, and service contract management.

The role ensures financial integrity, compliance, and efficiency across these functions, supporting organisational performance through strong governance, accurate financial processing, and effective contract oversight.

Responsibilities and Duties

Financial Operations Leadership

  • Oversee the delivery of accounts payable and payroll functions, ensuring accuracy, timeliness, and compliance
  • Maintain strong financial controls and processes across all transactional activities
  • Ensure payroll is managed in accordance with relevant legislation, awards, and organisational policies
  • Oversee creditor management, payment cycles, and cash flow considerations related to payables

Governance, Compliance & Risk

  • Ensure compliance with financial regulations, audit requirements, and internal policies
  • Maintain robust systems of financial control, risk management, and accountability
  • Support internal and external audit processes relevant to payroll, payables, and contracts
  • Ensure accurate reporting and documentation of all financial transactions and obligations

Systems & Process Improvement

  • Drive continuous improvement across finance systems and processes (e.g. payroll and accounts systems)
  • Ensure effective utilisation of financial platforms (e.g. payroll and finance systems)
  • Identify efficiencies, automation opportunities, and process standardisation

Leadership & Capability

  • Lead and support finance team members responsible for payroll, accounts payable, and contract administration
  • Build team capability, accountability, and high-performance standards
  • Foster a culture of accuracy, timeliness, and continuous improvement

Stakeholder Engagement

  • Work collaboratively with internal stakeholders to ensure effective financial service delivery
  • Liaise with external providers, auditors, and regulatory bodies as required
  • Provide advice and support to the CEO and Executive on financial operational matters within scope

Key Requirements

  • Demonstrated senior experience in finance operations, payroll, and accounts payable
  • Strong knowledge of payroll legislation, awards (e.g. SCHADS), and financial compliance requirements
  • Experience managing service contracts and vendor relationships
  • Strong financial governance, risk, and audit experience
  • Proven leadership and team management capability

Qualifications

  • Tertiary qualification in Accounting, Finance, Business Administration, or a related discipline
  • Current membership or progress toward membership with a recognised professional body (e.g. CPA Australia or CA ANZ) is highly regarded

Selection Criteria

Essential Experience

  • Significant experience in financial operations management, with responsibility for payroll and accounts payable functions
  • Demonstrated experience managing payroll in complex environments, including knowledge of relevant legislation, awards (e.g. SCHADS), and compliance requirements
  • Proven experience in service contract administration, procurement processes, and vendor management
  • Strong experience in financial governance, internal controls, audit processes, and risk management
  • Experience leading and managing teams, with the ability to drive performance, accountability, and continuous improvement
  • Demonstrated ability to implement and improve financial systems and processes

Desirable

  • Experience working within the community services, not-for-profit, or Aboriginal Community Controlled Organisation (ACCO) sector
  • Strong understanding of government funding environments and contractual compliance obligations
  • Experience with systems such as Employment Hero, MYOB, TechnologyOne, or similar payroll/finance platforms
  • Knowledge of Human Services Quality Standards (HSQS) or similar regulatory frameworks
  • High level of understanding of culturally appropriate service delivery and working with Aboriginal and Torres Strait Islander communities
