The Domestic and Family Violence (DFV) Senior Practice and Development Lead provides organisation-wide leadership and authority for DFV practice at CatholicCare Central Queensland.

The role is responsible for the design, implementation and stewardship of the organisation’s DFV operating model, including practice frameworks, governance, risk management and quality assurance mechanisms that ensure safe, consistent and outcomes-focused service delivery.

The position builds workforce capability through practice leadership, supervision frameworks and modelling of advanced DFV practice, while contributing to system integration, stakeholder confidence and continuous improvement across DFV programs.

The role operates as a senior specialist position, working in partnership with the DFV Services Manager and Team Leaders, and may maintain a small, defined caseload to model expert practice and inform practice development.

Key responsibilities of the role include:

•Providing organisation wide leadership and authority in Domestic and Family Violence practice, ensuring practice is evidence‑based, trauma-informed and aligned with legislative, policy and funding requirements;

•Leading the review, design and refinement of CatholicCare’s DFV operating model, including the development of clear practice frameworks, standards and expectations;

•Strengthening DFV practice governance, risk management and quality assurance to support safe, consistent and ethical service delivery across all DFV programs;

•Building workforce capability by strengthening supervision, practice guidance and targeted capability development for DFV Team Leaders and practitioners;

•Contributing to funder confidence and system partnerships through practice‑informed engagement, outcomes narratives and continuous improvement activities; and

•Interpreting organisational strategy, DFV policy and evidence-based practice to embed and operationalise DFV practice frameworks across the service system.

Qualifications and Experience

Mandatory:

•Tertiary qualification in Social Work, Psychology, or a related human services discipline;

•Significant experience (minimum five years) in senior DFV practice roles, including demonstrated expertise in DFV risk, safety and accountability OR equivalent in similar social service programs sufficiently connected to DFV relevant services;

•Demonstrated experience in practice framework design, governance development and implementation at a program or organisational level; and

•Current C class Driver’s license (QLD).

Desirable:

•Post‑graduate qualifications in Domestic and Family Violence, trauma‑informed practice or related fields.

Core Competencies

•Substantial understanding of trauma‑informed, evidence‑based DFV practice across victim‑survivor response and perpetrator intervention contexts;

•Substantial experience in leading practice development, model design or quality improvement in community services;

•Substantial DFV practice leadership, including the ability to translate evidence, policy and funding requirements into consistent practice frameworks and service delivery approaches;

•Substantial ability to exercise professional authority and influence organisational practice direction in complex, multi-program environments;

•High level of analytical and conceptual skills to design, test and refine service delivery models;

•High level of understanding of DFV risk management, safety planning and ethical decision‑making;

•Substantial collaboration and influencing capability, including the ability to lead practice change and gain buy-in across multidisciplinary and change-averse environments;

•High level of experience working within funded service environments, including practice‑level engagement with government funders;

•Demonstrated track record of successful stakeholder engagement and partnership development, enhancing collaboration with government entities, NGOs, and community organisations;

•Demonstrated experience supporting or mentoring Team Leaders or senior practitioners in complex practice environments; and

•High level written and verbal communication skills, including the ability to contribute to funder reporting and outcomes narratives.

Other Requirements

•Regular travel within the Diocese and occasional travel outside the Diocese.
