The Biointelect Venturer Incubator is a new MRFF-funded preventative health initiative, launched in
2025, designed to accelerate high-potential vaccine and immunisation innovations in Australia. Through structured support, rigorous assessment, and best-practice funding processes, we aim to strengthen Australia’s innovation ecosystem and improve health outcomes locally and globally.
The Opportunity
We are seeking a highly capable Program Manager (Pre-Award) to lead all pre-award components of the Biointelect Venturer Incubator. This is a unique opportunity to shape a national program as it grows and evolves. Working closely with the Biointelect Venturer General Manager, you will lead the
development of program architecture, governance frameworks, and the full application and assessment lifecycle, ensuring a robust, transparent, and high-quality experience for applicants and stakeholders.
This role is ideal for someone with experience in early-stage life sciences who enjoys building structure in complex environments and brings a strong combination of program design, governance, and stakeholder engagement, while being comfortable operating at both a strategic and executional level.
Key Responsibilities
As a Program Manager, you will manage end-to-end pre-award processes, including application, assessment, and selection, and lead governance forums such as Investment Review Panels and
committees. You will also lead and coordinate due diligence across scientific, commercial, regulatory, and organisational domains.
You will lead and deliver the ongoing design and evolution of the incubator program and structure. This includes funding guidelines, selection frameworks, and the development of associated documentation, policies, SOPs, and systems aligned to quality standards and knowledge management systems to support analysis, audit and reporting of the
process.
You will drive stakeholder engagement, communications, and program transparency, working closely with applicants, reviewers, and governance participants throughout the process. You will oversee
governance, reporting, and compliance requirements, capture insights to support continuous improvement, and contribute to broader incubator operations and long-term program strategy.
Required Skills and Knowledge
You will bring proven experience in program or project management, ideally within healthcare,
biotech, or government-funded life science environments, along with a strong understanding of incubators, accelerators, or innovation ecosystems.
You will have proven organisational and stakeholder management skills, the ability to operate
effectively in ambiguity and build structured frameworks, and knowledge management systems, and strong written and verbal communication skills with a professional, collaborative approach.
A bachelor’s degree in business, Public Health, Life Sciences, or a related field is required.
