Context
The Australian Rural Leadership Foundation (ARLF) designs and
delivers leadership programs and initiatives to support thriving regional,
rural and remote communities. Established over 30 years ago, the ARLF is an independent, not-for-profit organisation with
both a national
and international footprint.
We rely on the financial support of the community, business,
philanthropic and government sectors.
Position Overview
The Executive
Officer, Governance & People plays a central role in ensuring the ARLF
operates with excellence, integrity and strong organisational culture. The
position provides high-level support to the Chief Executive, Board and Executive
Team, while overseeing core governance, compliance, People & Culture
operations, risk management and policy frameworks.
This role is

Key Responsibilities
The duties and responsibilities of the Executive Officer
Governance & People include, but are not limited to:
Corporate Governance,
1.
Provide high level administrative and secretarial support to the CE, Board and Board committees including.
a)
Schedule meetings of the ARLF Board
and Board committees.
b)
Prepare agendas, reports and previous
meeting minutes for review by the CE and Chair of the Board or
Committee
c)
Update Board Effect software and manage
user access to ARLF Board and Committee papers and supporting information
d)
Manage updates to governance documents as required (for example: ARLF
Constitution, Board Charters, Delegations Matrix, Committee terms of reference
and other Board approved policies or processes.
e)
Support the process of recruiting and inducting new Board members
f)
Provide advice and assistance with potential corporate governance issues
g)
Highly desired: Provide advice and guidance in regards to
adoption and practice of First Nations Governance by ARLF alongside
requirements under Corporations law and ACNC governance principles.
h)
Liaise with the ‘Chief Executive/Company Secretary’ and Board Chair to support
ARLF’s ongoing compliance with ATO/ACNC/ASIC and associated regulatory
Acts including WHS.
i)
Leads board and executive administration, with a direct report
providing operational support to the CE and executive team.
People & Culture
1.
People Operations & Employee Lifecycle
a.
Coordinate recruitment, onboarding and offboarding
processes.
b.
Maintain accurate employee records and ensure
compliance with legislation.
c.
Support Executives & Managers with position
descriptions, employment documentation and workforce queries.
d.
Provide timely, solutions focused People &
Culture advice.
2.
Workplace Culture & Capability & Engagement
a.
Support ARLF’s leadership and capability
development frameworks.
b.
Contribute to initiatives that strengthen
wellbeing, performance and engagement.
c.
Support implementation of diversity, equity and
inclusion priorities.
d.
Manage relationships with external service
providers (recruitment, EAP, payroll, training)
e.
Maintain People & Culture systems and data
integrity.
f.
Support performance development cycles.
g.
Maintain and communicate P&C related policies.
Risk Management
1.
Work with Executive risk owners to maintain the risk
management framework.
2.
Coordinate regular risk reviews ahead of Board
meetings
3.
Maintain the strategic and operational risk
registers
4.
Support a risk-aware culture for ARLF
Policy
1.
Draft, review, consult and update ARLF policies to support ARLF’s practices are compliant with relevant legislation, regulations and organisational requirements. Consult with staff and
Executive as relevant to policy updates, and seek approval of changes from the
Board or CE/Executive Management team as relevant.
2.
Provide advice to policy owners regarding policy development and implementation.
Maintain compliance obligations register

Maintain
the Board and Compliance registers
2.
Maintain relevant corporate governance records in SharePoint
3.
Work as a member of the ARLF team to assist and support other staff as required, contributing to the broader
role and aims of the organisation.
4.
Other duties as required.
Delegations and Authorities

Financial delegations and authorities may be associated with this position.
·
The occupant of the position will assist in the monitoring of specified budget information and operational
performance outcomes.
