Reporting to the Managing Director – Major Projects and Growth, the Director, Infrastructure Regulatory Advisory provides senior strategic, commercial and regulatory advisory services across major water, energy and environmental infrastructure programs.

The role leads complex consulting engagements, supports high-stakes investment and policy decisions, and delivers trusted advice to executives, Boards and government agencies.

WHAT YOU DO

Strategic and Commercial Advisory

  • Provide strategic commercial advice on water and public infrastructure projects across the full asset lifecycle, from planning to operations, to inform decision-making and manage risks.
  • Support government clients in structuring and delivering strategic commercial models, including business cases, market engagement, delivery, and model analysis.
  • Shape commercial strategies that balance policy objectives, regulatory requirements, customer outcomes and long-term financial sustainability.
  • Provide trusted, independent advice to senior executives, Boards and central agencies.
  • Translate complex technical, financial and regulatory issues into clear strategic options.

Regulatory, Policy & Government Engagement

  • Lead regulatory and policy engagement processes with Treasuries, regulators and planning authorities.
  • Advise on pricing, charging regimes, cost recovery mechanisms and regulatory submissions.
  • Support clients through policy reform, legislative change and approvals.

Financial Advisory

  • Build and review commercial/contractual financial models to inform investment decisions and evaluate commercial options.
  • Contribute to feasibility studies and business cases with both qualitative and quantitative insights.

Contracting & Negotiation

  • Lead complex commercial negotiations with developers, delivery partners and government entities, on behalf of clients.
  • Oversee preparation of high-value commercial agreements and infrastructure funding arrangements.

Stakeholder & Client Engagement

  • Build strong, trusted relationships with government agencies, delivery partners, and key stakeholders.
  • Collaborate across internal teams to align strategic advice, commercial frameworks, and project delivery.

Risk & Governance

  • Identify and manage commercial risks throughout project stages.
  • Develop and implement risk mitigation strategies and maintain risk registers.

Consulting, Client & Practice Leadership

  • Lead multidisciplinary consulting teams delivering integrated advisory services.
  • Act as a senior advisor and mentor, building commercial and strategic capability.
  • Build trusted client relationships and contribute to business development.

WHO YOU ARE

Candidates should possess:

  • Tertiary qualifications or similar qualifications in a relevant field.
  • Minimum 12 years’ experience in delivering strategic, commercial and financial advisory services in infrastructure, ideally across water, energy or environmental sectors.
  • Strong background in government advisory and regulated public-sector environments
  • Proven ability to deliver commercial advice to support business case development.
  • Skilled in financial modelling and analysis.
  • Strong negotiation skills with experience leading and resolving complex commercial issues and regulatory processes
  • Excellent communication skills, with the ability to convey complex ideas to diverse audiences.
  • Strategic thinker with a solution-focused mindset and the ability to perform under pressure.
  • Strong team player with a track record of collaboration in high-performing environments.
  • High level of integrity, professional ethics and collaborative leadership.
