Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, and all levels of Government – to ensure Australia’s vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning, industry intelligence and training product development in support of industry needs and government priorities.
The Procurement Officer is accountable to the Finance Lead and the Manager Business Operations
and works closely with all staff across the company to support financial management and deliver procurement advice, management and control over the end-to-end procurement process for Public Skills Australia. The Procurement Officer ensures adherence to the procurement policy through the education and mentoring of staff and it plays an active role in the procurement process and evaluation of submitted responses. This position is responsible for ensuring legislative and
financial compliance providing financial and procurement input to key reports to the Board and the Audit, Finance and Risk Committee.
The Procurement Officer will lead the procurement process ensuring financial compliance as set
out in regulations, legislation and the Public Skills Australia Grant Agreement. The Procurement Officer will provide proactive procurement advice to the executive and leadership of the company in relation to financial compliance, procurement best practice, procurement boards and tender/contract/service agreement evaluation. This position requires a combination of financial expertise and critical thinking to support the efficient and effective functioning of the
finance team. The Procurement Officer is responsible for coaching staff and building the financial expertise of managers holding budgets.
Responsibilities:
- Deliver Procurement function of the company with oversight from the Finance Lead
- Sit on the procurement evaluation panel for all significant contracts/service agreements/tenders that PSA enters, providing procurement and financial advice as it relates to value for money and risk.
- In conjunction with the executive and managers develop and maintain a standing panel of Indigenous and Veterans business and employment organisations that PSA may engage for the delivery of its outcomes.
- Deliver quality work on time, in line with governance and consultation processes and to required standards.
- Demonstrate appropriate professional behaviour in line with company values and encourage colleagues to do the same by leading by example.
- Contribute to other team member responsibilities and company functions enabling cross collaboration, demonstrating corporate maturity.
- The provision of additional capacity and support for the drafting and completion of formal papers/reports detailing the finance and audit position of PSA to the Board and Audit, Finance and Risk Committee.
- Support the procurement decisions, direction and vision of the Executive and Management teams by acting cohesively and presenting a unified front.
- Support the procurement decisions, direction and vision of the Board, members, DEWR and other JSCs by working collaboratively for the good of the VET Reform program.
Key selection criteria
Essential
- Tertiary qualification(s) and/or equivalent experience relevant to the responsibilities of the position.
- Demonstrated experience delivering procurement, finance, budgeting, and accounting and services within an organisation, in partnership with internal stakeholders and external service providers.
- Demonstrated experience consistently delivering high quality verbal and written content on time and to required standards.
- Demonstrated experience delivering successful outcomes whilst exhibiting professional behaviour in line with organisational values.
- Demonstrated experience contributing to and collaborating with other internal stakeholders to ensure successful outcomes for an organisation.
- Demonstrated experience acting cohesively within a workplace and presenting a unified front with internal and external stakeholders.
- Demonstrated ability to develop, support and advocate organisational position(s) with internal and external stakeholders as it relates to procurement and finance.
- Demonstrated experience planning, delivering and forecasting key responsibilities and associated work activities within an area of responsibility to successfully achieve organisational requirements.
- Willing to be hands-on working in a dynamic team environment.
Desirable
- Demonstrated experience working within service-focused organisations including public safety, not-for-profit companies and/or government.
- Demonstrated understanding of corporate governance and compliance requirements.
- Demonstrated ability to implement enterprise-wide systems, processes and/or platforms.
- Current membership, registration and/or recognised credentials with a relevant professional body (eg. CPA Australia, ICB Australia etc.)
