Description

Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, and all levels of Government – to ensure Australia’s vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning, industry intelligence and training product development in support of industry needs and government priorities.

The Learning Designer works within the Training Products and Quality Directorate to support the implementation and promotion of Training Packages. The role is responsible for the end-to-end development of learning resources that support Registered Training Organisations (RTOs) interpret, design and deliver Training Packages within Public Safety and Government.

Key activities for the role include:

  • End to end development of resources to support high quality training and assessment delivery
  • Development of support materials to translate changes to Training Packages
  • Providing advice to RTO stakeholders on the delivery of Training Packages
  • Supporting requests from regulators on the interpretation of Training Packages
  • Organising and facilitating sessions to support the implementation and promotion of training packages
  • Working collaboratively with project teams to provide advice on the development of training packages
  • Working with subcontractors on program and project delivery
  • Supporting ongoing initiatives to gather feedback and insight into the delivery of Training Packages
  • Providing insights on key VET reform initiatives to support Public Skills Australia’s communications function.

Responsibilities:

  • Support the delivery of the Implementation, Promotion and Monitoring program of work including VET projects.
  • Deliver quality work on time, in line with governance and consultation processes and to required standards.
  • Demonstrate appropriate professional behaviour in line with company values and encourage colleagues to do the same by leading by example.
  • Contribute to other team member responsibilities and company functions enabling cross collaboration, demonstrating corporate maturity.
  • The provision of additional capacity and support for the drafting and completion of formal papers/reports detailing the finance and audit position of PSA to the Board and Audit, Finance and Risk Committee.
  • Support the decisions, direction and vision of the Executive and Management teams by acting cohesively and presenting a unified front.
  • Support the procurement decisions, direction and vision of the Board, members, DEWR and other JSCs by working collaboratively for the good of the VET Reform program.

Key selection criteria

Essential

  • Tertiary qualification(s) and/or equivalent experience relevant to the responsibilities of the position.
  • Strong knowledge of Vocational Education and Training and/or compliance requirements, as outlined in the Standards for RTOs and the Training Package Organising Framework.
  • Demonstrated experience delivering projects in partnership with internal and external stakeholders, relevant to vocational education and training.
  • Demonstrated experience consistently delivering high quality verbal and written content on time and to required standards.
  • Demonstrated experience delivering successful outcomes whilst exhibiting professional behaviour in line with organisational values.
  • Demonstrated experience contributing to and collaborating with other internal stakeholders to ensure successful outcomes for an organisation.
  • Demonstrated experience acting cohesively within a workplace and presenting a unified front with internal and external stakeholders.
  • Demonstrated ability to develop, support and advocate organisational position(s) with internal and external stakeholders as it relates to procurement and finance.
  • Demonstrated experience planning, delivering and forecasting key responsibilities and associated work activities within an area of responsibility to successfully achieve organisational requirements.
  • Willing to be hands-on working in a dynamic team environment.

Desirable

  • Demonstrated experience working within service-focused organisations including public safety, not-for-profit companies and/or government.
  • Demonstrated understanding of corporate governance and compliance requirements.
  • Demonstrated experience working within the vocational education and training sector.
  • Vocational qualification(s) in training and assessment (e.g. Certificate IV in Training and Assessment, Diploma of Vocational Education and Training).
