Project: Asian Development Bank (ADB) – Second Chance Education Pilot, Solomon Islands
Duration: Approximately 36 months, intermittent inputs; commencing mid-2026
Location: Remote with travel to Solomon Islands required
Plan International Australia is recruiting three international consultancy roles as part of an Asian Development Bank (ADB)-funded project supporting the Solomon Islands Government to design and implement a Second Chance Education (SCE) pilot and national policy framework.
This work focuses on re-engaging out-of-school youth—particularly young mothers, pregnant adolescents, and early school leavers—into flexible education pathways, while strengthening systems for inclusive, gender-responsive and climate-resilient education.

1. International Second Chance Education Specialist / Team Leader
In this role, you will lead the overall design, delivery, and quality assurance of the SCE pilot and associated policy and guidance development.
Key Responsibilities
- Lead the design and implementation of the SCE pilot, including baseline research, pilot delivery, and evaluation.
- Coordinate a multidisciplinary team of international and national experts.
- Lead stakeholder engagement with government counterparts, including MEHRD and other key ministries.
- Oversee development of SCE policy, operational guidelines, and implementation frameworks.
- Ensure alignment with ADB requirements, safeguarding standards, and project milestones.
- Manage overall workplan, sequencing, and delivery of outputs across all phases.
What You’ll Bring
- Extensive experience leading complex education or social development programs in international contexts.
- Strong expertise in education systems strengthening, second chance or non-formal education, or youth engagement.
- Demonstrated experience working with government partners on policy development.
- Experience with ADB or other multilateral/institutional donors (preferred).
- Experience working in the Pacific or similar contexts (strongly preferred).
2. International Gender, Disability and Social Inclusion (GEDSI) Specialist
This role will provide technical leadership to ensure the program delivers gender-transformative, inclusive, and safeguarding-aligned outcomes.
Key Responsibilities
- Lead integration of GEDSI across all aspects of the SCE pilot and policy development.
- Design and embed approaches addressing gender-based barriers, stigma, and discrimination.
- Provide technical input into safeguarding, PSEAH, and inclusive education practices.
- Support development of training, tools, and resources for teachers, schools, and communities.
- Contribute to monitoring, evaluation, and learning frameworks with a GEDSI lens.
What You’ll Bring
- Significant experience in gender equality, disability inclusion, and safeguarding in education or social sectors.
- Proven track record in designing and delivering gender-transformative programs.
- Strong understanding of social norms, inclusion, and community-based approaches.
- Experience working with ADB or similar institutional donors (preferred).
- Experience in the Pacific or comparable contexts (strongly preferred).
3. International Behaviour Change Specialist
This role will lead behaviour change and community engagement strategies to support uptake, reduce stigma, and enable re-entry into education.
Key Responsibilities
- Design and deliver behaviour change and communication strategies addressing stigma and discrimination.
- Lead community engagement approaches, including awareness campaigns and stakeholder mobilisation.
- Develop tools and resources to support behaviour change among students, families, and communities.
- Support integration of behaviour change approaches into pilot design and implementation.
- Contribute to learning and documentation of effective approaches.
What You’ll Bring
- Strong experience in behaviour change, social norms programming, or strategic communications.
- Experience designing community engagement strategies in complex social contexts.
- Demonstrated ability to translate evidence into practical programming approaches.
- Experience with ADB or other multilateral/institutional programs (preferred).
- Experience in the Pacific or similar contexts (strongly preferred).
