About the Role:The Strategic High Frequency Communications (SHFC) Program is responsible for the provision of the Defence High Frequency Communications System (DHFCS). Capability is provided through Sustainment under CJC10, and enhancement under the JNT9101PH1 Project. The ILS Officer (EC & SPT) SHFC L3 provides specialist Integrated Logistics Support (ILS) expertise focused on sustainment‑phase activities, supporting materiel readiness, configuration, supply chain integrity, and compliance with Defence logistics frameworks. The role operates under broad direction, contributing to sustainment planning, execution, and performance monitoring. In addition, the ILS Officer acts as the SHFC Export Controls Officer, supporting the IC3SPO Export Controls Manager with export controls coordination, compliance, record‑keeping, and assurance activities.
Responsibilities: The SHFC ILS Officer (EC & SPT) Responsibilities include:Support development, implementation, and maintenance of sustainment ILS documentation, including sustainment plans, maintenance strategies, and ILS instructions.Support the management of sustainment workflows, tracking deliverables, risks, issues, and performance outcomes.Contribute to the review, analysis, and reporting of materiel logistics performance, including reliability, maintainability, and supply chain performance.Manage and maintain configuration, asset, and technical data in accordance with SHFC requirements.Liaise with internal Defence stakeholders, contractors, and technical agencies to ensure sustainment activities remain aligned with program objectives and system performance needs.Participate in sustainment‑related working groups, reviews, and technical forums.Apply Defence policy, regulatory frameworks, quality requirements, and relevant standards to all sustainment logistics activities.Coordinate export control activities for the SHFC Program, ensuring compliance with the Defence Trade Controls Act, U.S. ITAR/EAR (if applicable), and relevant Defence export governance frameworks.Assist in the assessment and classification of controlled technical data, equipment, software and services.Support the preparation, submission, and tracking of export authorisations, permits, and technology release documentation.Maintain accurate and auditable records of all SHFC export‑controlled materials, approvals, and transfers.Provide advice to SHFC staff regarding export control obligations and maintain visibility of compliance risks.Liaise with internal stakeholders and industry partners to ensure coordinated and compliant technical data exchange.Support internal training, assurance checks, and process improvement initiatives relevant to export controls.Assist with preparation of program reports, artefacts, briefs, and documentation relating to sustainment and export controls.Contribute to procurement and contract‑related activities where they interface with sustainment logistics or export control requirements.Travel as required.All other tasks as directed.
Qualifications and Experience: In addition to the defined responsibilities of the position, the following requirements are considered fundamental to the SHFC ILS Officer (EC & SPT) role:Essential Criteria:Relevant tertiary qualifications in ILS or similar areas of expertise.Experience in ILS, preferably in sustainment environments.Experience with export controls.Knowledge of Defence sustainment policy, tools, and processes.Familiarity with ASDEFCON, CASG frameworks & sustainment performance metrics.Ability to interpret complex technical, contractual, and regulatory requirements.Desirable Criteria:Possession of multiple advanced certifications.Experience in participating in Defence Capability Projects within the CASG environment.Experience in secure operation or sustainment of communications or HF systems (SHFC/DHFCS familiarity).Experience preparing briefs, policy papers, or Defence security documentation.
