HumanAbility is a Jobs and Skills Council for the health, human services, aged care and disability, sport & recreation and early childhood industries.

HumanAbility will achieve its objectives through:

  • Implementation of the Jobs & Skills Councils – Strengthening Australia’s National Vocational Education and Training System program, or its replacement program, and similar programs supported by governments and/or industry;
  • Workforce planning activities that develop strategies to address workforce challenges, using high-quality data and evidence on current and emerging skills needs (in collaboration with Jobs and Skills Australia) associated with a range of educational pathways, including vocational education and training (VET) and higher education;
  • Formal and informal training product development, including resources aligned with standards set by Skills Ministers to improve the quality, speed-to-market and responsiveness of nationally recognised training products;
  • Contributions to the implementation, promotion and monitoring of VET; and
  • Industry stewardship to advance education by acting as a source of intelligence on issues affecting relevant industries and national training system opportunities.

The Training Product Project Manager Manager will play a pivotal role in the project management and development and delivery of innovative training products within the education sector. This position is essential for ensuring that our training offerings meet the highest standards of quality and effectiveness, ultimately enhancing the learning experience for our Stakeholders. This full-time, ongoing role (subject to funding, currently through mid-2028) can be based anywhere in Australia and will involve regular travel for meetings, workshops and industry events.

About the Role

This role will include include project management, active development and quality assurance of a range of HumanAbility vocational education and training and workforce planning products, including functional analysis, training package components, training and assessment materials, and other products designed to support implementation by RTOs and improve the quality of delivery. This will require working with a range of stakeholders and facilitating workshops. Product development will require drafting products end to end. There will be a requirement of interstate and intrastate travel.

This rolereports to the Director, Training and Product Development however the role will be required to both lead and work in small teams and be engaged in multiple projects at any given time.

Key Accountabilities

  • Manage end-to-end project delivery, including planning, timelines, risk management, stakeholder engagement and reporting.
  • Monitor progress against milestones and budgets, proactively mitigating risks to ensure on-time, in-scope delivery.
  • Oversee and quality assure workforce functional analysis to inform training design.
  • Ensure high-quality development of training products and materials aligned to standards.
  • Develop vocational education and training (VET) products in consultation with stakeholders, ensuring compliance with TPOF and quality requirements.
  • Facilitate complex stakeholder discussions, balancing diverse perspectives to achieve alignment.
  • Represent the organisation in consultations, workshops, forums and industry events.
  • Build consensus and negotiate outcomes to support product development.
  • Manage governance and approval processes, including preparation of reports and submissions to assurance bodies.
  • Drive continuous improvement of product development processes, tools and templates.
  • Comply with work health, safety and wellbeing policies.

Qualifications and Experience

  • Minimum 5 years’ experience in the Vocational Education and Training (VET) sector, with strong industry knowledge.
  • Understanding of workforce development issues across relevant industries, or ability to rapidly build this expertise.
  • Certificate IV in Training and Assessment and/or a relevant tertiary qualification.
  • Proven experience managing complex, concurrent projects within structured project management frameworks.
  • Formal project management certification or equivalent experience working within governance, regulatory and assurance frameworks (e.g. national VET system).
  • Experience developing nationally endorsed training products.
  • Strong knowledge of VET policy and the Training Package Organising Framework (TPOF).
  • Sound judgement and ability to interpret government priorities and sector context.
  • Strong analytical and evidence-based decision-making capability.
  • Excellent stakeholder engagement, facilitation and negotiation skills.
  • Highly developed written and verbal communication skills, including technical writing.
  • Ability to deliver complex work programs in a project-based environment.
  • Strong IT capability across Microsoft Office and systems such as content management, CRM and project tools.

Other Information

There may be times when it is required to work outside normal business hours i.e. evenings and weekends to meet operational and/or stakeholder requirements, and dependant on work deliverables, the role may be required to undertake travel.
