The General Manager – Eleanor Duncan Aboriginal Aged Care Service (Walambang) provides strategic, operational andclinical leadership to establish, grow and sustain (EDAACS) Eleanor Duncan Aboriginal Aged Care Service.
This role has dual and concurrent accountability:
1. To lead the end-to-end Aged Care application and commissioning process, ensuring EDAACS is demonstrably ready to enter the aged care system as a culturally strong, compliant and sustainable provider; and
2. To establish, operate and scale Walambang, including Elders Care and CHSP services, into a high-quality,community-led aged care service grounded in Aboriginal self-determination.
As a startup General Manager role, this position is hands-on, outcomes-driven and systems-focused, responsible for building the service foundations while delivering day-to-day operational leadership.
The role ensures Walambang is application-ready, audit-ready and service-ready, while remaining culturally responsive, financially responsible and responsive to community need.
General Responsibilities:
The General Manager is accountable for the overall leadership, performance and integrity of the (EDAACS) Eleanor Duncan Aboriginal Aged Care Service (Walambang).
This includes strategic, operational, clinical and cultural leadership to ensure the service is safe, compliant, culturally strong and sustainable.
The General Manager is required to:
- ·Provide visible, accountable leadership consistent with EDAACS (Walambang) values, Aboriginal self-determination and community control.
- Act in the best interests of Aboriginal Elders, families and community, ensuring services are culturally responsive, trauma-informed and strengths-based.
- Ensure the service operates in compliance with legislation, funding conditions, EDAACS (Walambang) policies and governance requirements.
- Maintain high standards of integrity, confidentiality and ethical conduct.
- Lead with transparency, ensuring risks, issues and service pressures are identified early and escalated appropriately.
- Foster a safe, respectful and accountable workplace culture.
- Contribute to broader EDAACS (Walambang) organisational priorities, reform and continuous improvement.
- Undertake other reasonable duties consistent with the seniority and scope of the role.
Selection Criteria:
Professional Registration and Eligibility
- Registered Nurse (RN) with current AHPRA registration and the ability to maintain
registration for the duration of employment.
- Current NSW Driver Licence and capacity to undertake travel required for
community‑based and outreach services.
- Ability to meet all probity, screening and compliance requirements, including Working
With Children Check, National Police Check and any aged care–specific
regulatory requirements.
Aged Care and Regulatory Experience
- Demonstrated experience working within Aged Care Act–regulated environments, including a
sound working knowledge of:
- The Aged Care Act and associated Quality Standards
- My Aged Care systems and processes
- Accreditation, assessment, audit and compliance requirements.
- Direct experience in community‑based aged care and CHSP service delivery, including
service establishment, growth or transition.
Senior Leadership and Management Capability
·Senior leadership experience in community‑based health, aged care or human services,
with demonstrated capability across:
- Human resources and workforce management
- Financial management, budgeting and cost control
- Information management and reporting systems.
- Proven ability to lead services in low‑resource, startup or growth environments,
including building systems, structures and teams from early stages.
- Sound financial and operational decision‑making, with the ability to balance
clinical, workforce and financial considerations.
Strategic and Funding Expertise
- Proven experience leading major funding applications, tenders or commissioning
processes, ideally within the aged care sector.
- Demonstrated capacity to identify, pursue and secure new funding opportunities, including
Commonwealth aged care programs and other relevant national initiatives.
- Strong written capability to prepare high‑quality: funding submissions, Regulatory
responses Board and executive reports.
- Budgets developed with CFO and approved
Clinical Governance, Quality and Risk
- Demonstrated expertise in clinical governance frameworks, including oversight of quality and safety systems
- Risk management and continuous improvement
- Incident management and compliance reporting.
- Strong problem‑solving and risk‑management skills, particularly in complex service delivery environments.
- ·Working knowledge of WHS obligations, including managing risk in field‑based,
community and lone‑worker settings.
Cultural Capability and ACCO Context
- Demonstrated experience working with Aboriginal communities and/or within an Aboriginal Community Controlled Organisation (ACCO).
- Strong understanding of Aboriginal Community Controlled governance principles. self‑determination and community accountability.
- Commitment to culturally responsive, trauma‑informed care, embedded across service design, workforce practice and leadership approach.
Executive and Stakeholder Engagement
- Strategic leadership and executive judgement, with the ability to translate organisational strategy into practical, operational systems.
- Confident engagement with regulators, funders and governance bodies, including representation of the organisation in high‑level discussions.
- Ability to lead and influence transdisciplinary teams, partners and external
stakeholders.
Desirable:
- Experience establishing or scaling a new service or entity.
- Experience working across multi‑entity or group governance structures.
- Post‑graduate qualifications in leadership, management or health administration.
- Experience contributing to Aboriginal‑led aged care reform or innovative initiatives.
