Bullinah Aboriginal Health Service is an Aboriginal Community Controlled Health Service providing culturally safe, holistic, and community‑driven primary health care to Ballina, Cabbage Tree Island, Byron Bay, Evans Head and surrounding communities.
The Cancer Care Program operates under the NACCHO Improving First Nations Cancer Outcomes Program and aligns with the Aboriginal and Torres Strait Islander Cancer Plan and Closing-the-Gap Priority Reform areas. The program focuses on increasing cancer awareness and health literacy and improving participation in national and local cancer screening programs.

About the Role
The Cancer Care Health Promotion Officer is responsible for planning, developing, and delivering culturally safe, community‑led cancer health promotion, screening engagement, and awareness initiatives.
The role supports improved participation in breast, cervical, bowel and other screening programs, strengthens culturally safe care pathways, and contributes to data collection, reporting, and continuous quality improvement.
This position reports to the Cancer Care Coordinator and is a key workforce role funded under the NACCHO Cancer Program.
Key Responsibilities
- Cancer Health Promotion & Education
- Deliver culturally safe cancer education sessions, workshops, and yarning circles.
- Develop co‑designed communication campaigns and culturally appropriate resources.
- Promote cancer awareness days, months, and community events.
- Create plain‑language and visual health promotion materials.
- Screening & Early Detection Support
- Promote breast, cervical, bowel and other national screening programs.
- Support SMS and phone outreach, recalls, and follow‑up engagement.
- Integrate cancer promotion into 715 Health Checks.
- Assist with improving cancer‑related data entry, coding, and tracking.
- Community Engagement & Partnerships
- Facilitate community consultations through yarning circles, surveys, and workshops.
- Present community feedback to governance groups and contribute to co‑design.
- Participate in Communities of Practice and sector engagement.
- Care Coordination & Pathways Support
- Provide culturally safe engagement and navigation support across the cancer care continuum.
- Assist with appointment reminders, follow‑ups, and transport liaison (within scope).
- Provide warm referrals to internal and external services.
- Monitoring, Evaluation & Reporting
- Contribute to NACCHO reporting requirements.
- Support CQI activities and risk mitigation processes.
- Assist with annual program summaries and infographics.
- Compliance & Professional Practice
- Maintain privacy, confidentiality, and all mandatory checks.
Qualifications & Experience Essential
- Aboriginality (genuine occupational requirement under Section 14 of the Anti‑Discrimination Act 1977).
- Experience delivering health promotion programs.
- Experience working with Aboriginal and Torres Strait Islander communities.
- Understanding of cancer risk factors and national screening programs.
- Experience facilitating group education sessions.
- Strong written and verbal communication skills.
- Ability to work independently and collaboratively.
- Current NSW Driver Licence.
- Current Working With Children Check and National Police Check.
Desirable
- Experience in cancer care, chronic disease, or care coordination.
- Experience with data collection, reporting, and CQI processes.
- Knowledge of NACCHO or ACCHO sector frameworks.
