Purpose
The Finance
Manager is responsible for the effective delivery of financial management,
reporting, and control across the organisation, ensuring the provision of
accurate, timely, and insightful financial information to support
decision-making.
Working
closely with and reporting to the Head of Business Services, the postholder
will lead on the production of management accounts, budgets, and forecasts,
supporting the organisation to plan effectively and maintain financial
sustainability. The role will play a key part in strengthening financial
processes, ensuring data integrity, and embedding a culture of financial
resilience and best practice across the organisation.
The
postholder will oversee day-to-day financial operations through the
management of the Senior Finance Officer, ensuring that financial processes
are efficient, well-controlled, and make effective use of systems and
automation. The role will also support the continued development of financial
systems and reporting, enabling improved use of data, dashboards, and
analysis to monitor both income and expenditure.
Acting as the
organisation’s lead for financial reporting and compliance, the postholder
will support statutory requirements, year-end processes, and external audit,
ensuring that the organisation’s finances remain robust, transparent, and
well-managed.
The
postholder will have overall responsibility for the organisation’s payroll
function, ensuring accurate, compliant and timely payroll processing in
partnership with HR.
This is a
hands-on role requiring a confident and self-sufficient finance professional
who can combine strong technical expertise with a proactive and collaborative
approach, supporting the development of financial understanding and
accountability across the organisation.

Principle
Accountability
- Lead the
production of monthly management accounts, ensuring timely, accurate and
insightful financial reporting to support decision-making
- Lead the
preparation of annual statutory accounts and act as the primary contact for
the external audit, ensuring all required documentation and schedules are
complete and accurate
- Lead the
development and delivery of the organisation’s monthly budgeting and
forecasting processes, including cash flow forecasting, supporting effective
financial planning and sustainability
- Provide
high-quality financial reports and analysis to the Board, Senior Leadership
Team, and relevant sub-committees, highlighting key risks, trends, and
opportunities
- Oversee the
integrity of the organisation’s financial records, ensuring all control
accounts (including bank, debtors, creditors and income) are accurately
maintained and reconciled
- Ensure all
statutory and regulatory financial requirements are met, including
submissions to relevant bodies, maintaining compliance with applicable
standards and guidance
- Proactively
identify financial risks, pressures, and opportunities, providing clear
advice and timely escalation to senior management and trustees
- Lead the
ongoing development and improvement of financial systems, processes, and
internal controls, ensuring effective use of automation, data, and reporting
tools
- Work
collaboratively with managers across the organisation to support effective
budget management, including regular review of financial performance and
variances
- Line manages
the Senior Finance Officer and oversee the wider finance function, including
any finance/admin support roles, ensuring effective delivery and continuous
improvement
- Provide
financial insight and analysis to support organisational planning, service
development, and strategic decision-making
- Support the
organisation to maximise income and minimise financial loss, including
oversight of housing benefit and service charge income streams
- Uphold high
standards of financial governance, compliance, and integrity across all
aspects of the organisation’s operations, including supporting and
contributing to the Finance Sub-Committee
- Lead and
oversee the organisation’s payroll function, ensuring the accurate and timely
processing of payroll, compliance with HMRC, pension and statutory
requirements, and effective collaboration with HR to ensure employee records
and payroll information remain accurate and up to date.
Additional
Accountability
- The
postholder may be expected to undertake wider duties outside of the scope of
this job description on an ad-hoc basis which are appropriate to the level of
the role and experience of the individual.
Shift Work
and Flexibility
- The
postholder may be expected to work shifts, unsociable hours and may be
expected to do so on a rota basis.This will be agreed on an individual basis depending upon the
requirements of the role, business need and any reasonable adjustments
required, and will be captured within the postholder’s contract.
