Role Purpose

To lead regional business growth strategy for Cardo across the Wales and West region by owning revenue generation, Forward Order Book credibility, sales forecasting, pipeline maturity, and strategic opportunity conversion across Responsive Repairs, Planned Works, Compliance, and Energy/Retrofit.

This is a hands-on commercial leadership role accountable not only for originating, developing, and converting opportunities, but also for building, maintaining, and executing a credible regional growth plan aligned to divisional budgets, Group growth objectives, and operational capability.

The role retains full responsibility for core business development execution, including client development, opportunity qualification, procurement route shaping, and bid conversion, while also acting as the regional owner of pipeline strategy, forecast credibility, and budget gap analysis.

The Head of Regional Business Development will ensure sufficient work-winning activity, commercially viable procurement routes, accurate forecasting, and the development and execution of credible strategies to identify and close gaps against regional budget targets.

The role is accountable for the commercial performance of regional growth and work winning, including secured revenue delivery, Forward Order Book credibility, forecast accuracy, opportunity quality, and ensuring bid investment is aligned with operational capability and regional growth targets.

Responsibilities:

Regional Revenue Strategy, Commercial Performance & Delivery (Primary Accountability)

  • Own regional new business strategy aligned to divisional growth targets and Group growth objectives
  • Deliver measurable secured revenue against agreed annual and multi-year targets
  • Build sufficient qualified pipeline to cover target gaps and future growth requirements
  • Work with the Regional Managing Director and Operations Directors to ensure regional growth strategies are commercially viable, operationally deliverable, and aligned to capacity
  • Focus on commercially sustainable opportunities rather than activity volume
  • Prioritise long-term frameworks, strategic accounts, and scalable programmes over low-return reactive opportunities

Forward Order Book Ownership & Forecasting

  • Own the regional Forward Order Book process across secured, unsecured, tender, and lead pipelines
  • Maintain accurate pipeline moderation and probability factoring in line with agreed business rules
  • Work with the Regional Managing Director to rigorously challenge assumptions, improve forecast realism and credibility, standardise pipeline discipline, and identify delivery gaps early.
  • Translate pipeline into realistic sales forecasts with monthly reporting discipline
  • Build and maintain a minimum 24-month strategic pipeline horizon

Opportunity Qualification & Commercial Governance

  • Ensure all opportunities meet defined commercial, geographic, operational, and mobilisation thresholds
  • Filter out low-return, poor-fit, or operationally misaligned opportunities
  • Protect bid resource by improving opportunity quality and win probability

Strategic Client Growth & Market Influence

  • Develop high-value relationships with regional clients, consultants, framework providers, and procurement stakeholders
  • Engage 12–18 months ahead of contract expiry where possible
  • Shape opportunities pre-procurement to improve Cardo’s competitiveness
  • Expand share of wallet within existing clients across multiple workstreams
  • Identify mechanisms for direct awards, framework call-offs, contract extensions, and bolt-on services

Procurement & Route to Market Leadership

  • Lead regional strategy for framework utilisation, DPS access, direct awards, and mini-competition positioning
  • Maximise value from existing framework positions
  • Influence future framework strategy through market intelligence and regional need
  • Ensure procurement routes are commercially sensible and operationally achievable

Bid Conversion Leadership

  • Provide strategic leadership into bid qualification and handover
  • Ensure bids are informed by genuine client intelligence, regional strategy, and operational alignment
  • Improve strike rate through better opportunity shaping rather than volume
  • Reduce wasted bid spend

Regional Market Intelligence

  • Use CRM, Locarla, frameworks, client data, and procurement intelligence to build regional opportunity maps
  • Identify contract expiries, market gaps, competitor weaknesses, and acquisition adjacencies including regional policy, procurement, and funding landscape awareness
  • Support regional MD with credible gap-closing strategies

Direct Business Development Execution

  • Personally originate, develop, and convert strategic opportunities across all core workstreams
  • Maintain active senior relationships with clients, consultants, and procurement stakeholders
  • Lead from the front in opportunity creation, not solely team oversight
  • Ensure strategic leadership is supported by measurable work-winning output
  • Balance strategic planning with direct commercial contribution

Leadership Expectations:

  • Operate as regional growth leader, not salesperson
  • Act as the regional commercial lead for new business growth, advising the Regional Managing Director on revenue risk, forecast credibility, market opportunities, and growth priorities
  • Own outcomes, not activity
