Summary

To provide the Business with an accurate and reasoned estimate of cost for refurbishment projects and tender opportunities.

Main Responsibilities and Accountabilities

  • To prepare accurate and commercial estimates based on the tender documents utilising appropriate software, including preliminaries, attendances, statutory fees, increased costs, labour, subcontractor, plant, consultant fees etc.
  • To lead the estimating process and the preparation of tender submission documents.
  • To work with the Bid Team to engender and lead a team approach for each tender submission and to actively participate with the project team to the benefit of each project.
  • Encourage and support the work of others to achieve objectives in most effective way.
  • To ensure good relationships with our Clients, their Consultants, our Consultants, Sub-Contractors and Suppliers.
  • To obtain sub-contract and material quotations for supplier and subcontract packages.
  • To actively research and advise upon alternative methodologies.
  • To audit the administration of each tender and ensure compliance with company procedures.
  • To monitor and report upon submitted tenders and market trends/conditions.
  • To audit the tender documentation and bring to the attention of the Head of Precon any discrepancies, shortfalls, contradictions, risks etc. that is included within the documents.
  • To liaise with the Planner/Contract Managers to establish a methodology and programme for the works.
  • To engage with the bid team to ensure efficient delivery of tenders, ensuring that ALL tenders are submitted in strict accordance with the requirements of the Client.
  • Tender opportunities or documents shall not be declined or returned to the Client without the express agreement of the Head of Precon.
  • To ensure that all tenders are carried out within the law, rules and regulations appertaining at that time.

Skills, Experience and Qualifications

  • Educated with a relevant degree level or equivalent HNC with relevant experience
  • At least 5 years’ experience in a related estimating function with an established refurbishment company
  • Good understanding required of the social housing refurbishment market.
  • Experience of strategic commercial tendering in the London market.
  • Excellent organisational and leadership skills with demonstrable experience of adapting and problem solving
  • Excellent measurement skills and numerate skills
  • Very good computer skills and experience of a Computer Aided Estimating system would be an advantage
  • Excellent knowledge of Excel spreadsheets is required
  • The ability to take off is essential and the experience of a computer aided system an advantage
  • The ability to analyse, interpret and present complex information verbally and in writing
  • Commercially aware, tenacious, and persistent in meeting deadlines
