ABOUT THE ROLE:

This role is offered as a temporary contract role starting September 2026 to June 2027.

The People and Culture Manager leads the strategic and operational delivery of WLSQ’s People and Culture function, ensuring an engaged, capable and values-driven workforce. Working collaboratively with the Leadership Team, the role develops and implements the People and Culture Plan, drives organisational capability, and ensures compliance across all areas of employment, culture, wellbeing and safety. The position plays a key role in fostering a positive workplace culture that reflects WLSQ’s mission and values.

 

KEY RESPONSIBILITIES:

A. Strategic Leadership and People and Culture Manager:

  • Support the Leadership Team to design and implement the strategic People and Culture Plan, aligned with organisational goals.
  • Lead the full scope of People and Culture functions including workforce planning, recruitment and selection, position design, career and succession planning, training and development, performance management, remuneration, reward and recognition, workplace health and safety, wellbeing, and culture and engagement.
  • Designand deliver organisational capability initiatives and management development programs that enhance leadership effectiveness and team performance.
  • Refine and embed organisational values and the Employee Value Proposition (EVP) to strengthen employee engagement and retention.

B. Policy, Compliance and Systems:

  • Oversee the development, review and accessibility of People and Culture policies, procedures and templates to ensure compliance with legislation, awards, and best practice.
  • Manage and maintain the HRIS system to ensure accuracy, usability and data integrity, supporting managers and staff to access relevant information.
  • Monitor compliance with all employment-related legislation, industrial instruments and professional standards.
  • Establish and report on key People and Culture metrics to support data-informed decision-making

C. Organisational Development and Capability:

  • Review, design and implement People and Culture systems and processes across the employment lifecycle.
  • Lead succession planning and talent management processes to identify and address capability and workforce needs.
  • Develop and oversee the annual learning and development plan and evaluate training effectiveness.
  • Support leaders in identifying skills gaps, setting performance goals, and implementing professional development plans.

D. Leadership Coaching and Employee Relations:

  • Provide advice, coaching and practical support to leaders on performance, conduct, and employee relations matters.
  • Promote and support effective performance management, grievance handling, and case management processes.
  • Undertake or oversee investigations, disciplinary matters and change management initiatives as required.
  • Conduct exit interviews, analyse trends, and implement actions to address retention and engagement challenges.

E. Culture, Engagement, Workplace Health and Safety and Wellbeing:

  • Foster an inclusive, respectful and psychologically safe workplace culture aligned with WLSQ’s feminist principles and values.
  • Lead engagement and wellbeing initiatives that promote collaboration, safety, and staff satisfaction.
  • Collaborate with the Leadership Team to strengthen communication, recognition, and workplace harmony.

F. Reporting and Continuous Improvement:

  • Prepare reports, presentations and updates for the COO on People and Culture activities, metrics and priorities.
  • Evaluate the effectiveness of P&C initiatives and identify opportunities for continuous improvement.
  • Lead or contribute to organisation-wide projects that support WLSQ’s strategic goals.

G. Adhere to the vision and values of WLSQ:

  • Develop respectful and professional relationships with WLSQ team members and key stakeholders.
  • Work cooperatively and collaboratively towards the WLSQ strategy.
  • Perform any other reasonable duties as required.

SELECTION CRITERIA / SKILLS AND CAPABILITIES:

1.     Minimum of 7 years’ experience in a HR role, ideally in a NFP organisation.

2.     Leads by example in championing organisational values across all levels of the workforce and actively creates a culture of inclusivity, respect and collaboration.

3.     Supports and manages complex cultural changes, ensuring that these transitions are effectively managed and aligned with the organisational goals.

4.     Manages and resolves conflicts within the organisation, ensuring relationships are preserved and that effective solutions are reached.

5.     Recognises the significance of policy and procedures that guide workplace behaviour and ensures safe workplace practices are implemented throughout the organisation. 

6.     Advises on policy matters and contributes to the creation and refinement of policies that shape practice and service delivery at the organisational level. 

7.     Develops and implements significant operational procedures.

8.     Provides advice and guidance at both a strategic and operational level and supports staff to develop effective decision making skills.

9.     Is able to think strategically about the team’s future, including long-term planning, resource allocation, and alignment with the organisation’s overall mission. 

10.   Commitment to and ability to work within a feminist framework and to work independently and as a member of a team.
