Who we are
NORSTA Northeast – located in Cairns – is a wholly owned subsidiary of NORSTA Maritime Pty Ltd, an Australian company. NORSTA operates in North-Eastern Australia and Northern Australia as the Royal Australian Navy’s Regional Maintenance Provider (RMP). Our mission is to provide essential maintenance and sustainment services for naval vessels in the region.
NOTE: As a condition of this role, you must be able to obtain (and hold) Baseline Defence security clearance, which requires Australian Citizenship. A National Police Criminal History Check will also be undertaken.
About the role (Based in Cairns)
NORSTA Maritime is seeking an enthusiastic HSE Systems & Compliance Officer to support our Health, Safety and Environment team across our Defence maintenance operations in Cairns.
This is an excellent opportunity for someone with practical site experience who enjoys improving systems, maintaining high standards and helping others work safely. You’ll split your time between supporting operational teams on site and administering the systems that underpin a strong safety culture.

What you’ll be doing
As our HSE Systems & Compliance Officer you will:
- Administer and maintain HammerTech and other HSE systems.
- Assist project teams with site compliance requirements and documentation.
- Monitor safety actions, inspections, inductions, licences and training records.
- Support internal and external audits.
- Prepare HSE reports and performance dashboards.
- Maintain accurate safety records and compliance registers.
- Assist with incident reporting and corrective action management.
- Provide practical support to site personnel and contractors using HSE systems.
- Identify opportunities to improve processes, reporting and system performance.
- Work alongside the HSE team to promote a positive safety culture.
About You
We’re looking for someone who enjoys both working with people and working with systems.
You’ll ideally have:
- Around 2-5 years’ experience in an HSE, WHS or safety coordination role.
- Practical experience working on construction, engineering, maintenance, manufacturing, marine or infrastructure sites.
- Experience using HammerTech or similar HSE management software.
- Strong administration and organisational skills.
- Confidence using Microsoft Office, particularly Excel.
- High attention to detail and a commitment to accurate record keeping.
- The ability to build positive working relationships with operational teams.
- A willingness to learn and continue developing your HSE career.while contributing positively within a collaborative team environment.
Qualifications
Minimum: Certificate IV in Work, Health & Safety (or currently working towards)
Preferred: Diploma in Work Health and SAfety
