Description

Position Purpose:

The Training to Employment Manager leads the design, coordination and delivery of Wirrum Pty Ltd’s Training to Employment programs, supporting participants into sustainable employment outcomes across multiple industries in the East Kimberley.

The role focuses on aligning workforce demand with participant capability by identifying industry needs, designing pathways into employment, coordinating training delivered by external providers, and ensuring participants are prepared, supported and successfully transitioned into employment.

The position is responsible for leading and developing the Training & Employment Support team (TESO and TESA roles), ensuring strong participant engagement, effective mentoring, and consistent delivery of high-quality, culturally appropriate support.

 

Key Responsibilities:

Workforce Planning & Industry Engagement

•Identify current and emerging workforce needs across industries including tourism, civil, agriculture, hospitality and mining

•Build and maintain strong relationships with local employers and industry stakeholders

•Engage employers to understand job requirements, workforce gaps and recruitment timelines

•Co-design training-to-employment pathways aligned to real job opportunities

•Maintain ongoing employer engagement to support recruitment, placement and retention outcomes

 

Program Design and Coordination

•Design and implement Training to Employment programs aligned to workforce demand

•Identify appropriate training pathways and engage external training providers to deliver required qualifications

•Coordinate program schedules to align training delivery with employment opportunities

•Coordinate training programs delivered by external providers, ensuring alignment with participant needs and employment pathways

•Monitor participant engagement and experience throughout externally delivered training

•Monitor and evaluate program effectiveness and adapt delivery models based on outcomes and feedback

 

Pre-Training Preparation & Foundational Skills Development

•Design and oversee delivery of non-accredited pre-training and engagement activities to prepare participants for training and employment

•Ensure preparatory programs include literacy and numeracy development contextualised to workplace requirements

•Develop workplace readiness skills including communication, punctuality, teamwork and following instructions

•Build participant confidence, motivation and understanding of workplace expectations

•Ensure preparatory activities are tailored to industry pathways and individual participant needs

•Support the Training & Employment Support team to deliver these programs effectively

 

Participant Engagement & Support Oversight

•Oversee participant recruitment, selection and onboarding processes

•Ensure structured participant engagement is delivered by TESO and TESA roles, including barrier identification and goal setting

•Ensure individual support plans are developed, implemented and regularly reviewed

•Monitor participant engagement, attendance and progression throughout programs

•Provide guidance and escalation support for complex participant needs

 

Employment Pathways & Post-Placement Support

•Oversee job matching and placement processes with local employers

•Ensure participants are supported into employment through structured transition planning

•Oversee post-placement mentoring and retention support (e.g. 3–6 months)

•Work with employers to address challenges and optimise retention outcomes

 

Team Leadership, Capability Development & Quality Practice

•Lead and manage the Training & Employment Support team (TESO and TESA roles)

•Develop the team’s participant engagement and mentoring capability through coaching, supervision and professional development

•Establish consistent frameworks, tools and expectations for participant engagement and support

•Embed culturally appropriate, strengths-based and trauma-informed practices

•Monitor and improve the quality and consistency of participant support across all programs

•Conduct performance reviews and support ongoing development of team members

 

Stakeholder Engagement and Community Outcomes

•Build partnerships with local employers, community organisations and service providers

•Promote programs that support Aboriginal employment and local workforce participation

•Collaborate with government agencies, funding bodies and industry stakeholders

•Ensure programs align with the broader social impact objectives of Wirrum Pty Ltd

•Support development of new programs based on community and industry needs

 

Program Monitoring, Evaluation & Continuous Improvement

•Monitor program outcomes including training completion, employment placements and retention rates

•Collect and analyse feedback from participants, employers and stakeholders

•Identify trends and areas for improvement in both program delivery and participant support

•Continuously refine program models to improve effectiveness and outcomes

•Prepare reports for internal and external stakeholders

 

Selection Criteria:

Essential:

•Demonstrated experience in workforce development, employment services or program management

•Certificate IV Training and Education, or similar or willingness to complete

•Proven experience leading and developing teams delivering participant support services

•Strong understanding of participant engagement, barriers to employment and effective support strategies

•Experience designing or delivering preparatory or foundational skills programs (e.g. literacy, numeracy, workplace readiness)

•Demonstrated ability to build and maintain relationships with employers and industry stakeholders

•Strong communication, coordination and stakeholder engagement skills

•Cultural competency and experience working with Aboriginal communities

 

Desirable:

•Understanding of vocational education and training environments

•Experience in mentoring, coaching or case management approaches

•Knowledge of local labour market and industry needs

•Experience working in remote or regional community settings
