We do this through the provision of quality services and programs in a culturally safe environment, facilitating employment and training opportunities, supporting strong community leadership and advocating for community needs and aspirations.
Summary:
The Emergency Preparedness and Resilience Officer will work with the Aboriginal communities in Moogji’s catchment, local government and emergency management agencies to strengthen preparedness, response, recovery and resilience to natural hazards and emergencies.
The position promotes Aboriginal self-determination, cultural safety and community leadership in emergency management while supporting implementation of Community Emergency Management Plans and resilience initiatives.
Responsibilities:
- Build trusted relationships with Aboriginal communities within the Moogji catchment.
- Facilitate culturally safe community engagement and consultation.
- Support development, implementation and review of Community Emergency Management Plans.
- Assist community members to develop household preparedness plans.
- Coordinate preparedness workshops, exercises and awareness campaigns.
- Support community-led recovery and resilience initiatives.
- Assist individuals and families to access recovery services and programs.
- Facilitate healing, wellbeing and cultural strengthening activities.
- Identify emerging community needs and advocate for appropriate responses.
- Develop strong partnerships with emergency services, government agencies and community organisations.
- Represent Aboriginal community interests in emergency management forums.
- Support coordination between communities and emergency management stakeholders.
- Participate in emergency preparedness, response and recovery planning activities.
- Promote Aboriginal participation in emergency management decision-making.
- Advocate for culturally safe practices and services.
- Support development of Aboriginal leadership and emergency management capability.
- Contribute to organisational and regional emergency management planning.
- Maintain records, data and program reports.
- Monitor project outcomes and performance measures.
- Prepare reports, funding acquittals and evaluation documentation.
- Contribute to continuous improvement and lessons learned processes.

Requirements:
- Identifies as Aboriginal – this is a designated position under Section 12 of the Equal Opportunity Act 2010 (Vic).
- Demonstrated experience working with Aboriginal communities and organisations.
- Strong understanding of Aboriginal cultural values, community governance and self-determination principles.
- Experience in community development, emergency management, recovery, resilience or related fields.
- Highly developed communication, facilitation and stakeholder engagement skills.
- Ability to work independently and collaboratively across multiple agencies.
- Experience in project management and reporting.
- A National Police Check will be required before finalising the appointment and then routinely every five years. NB: If you have worked overseas an international police check many also be required.
- A Working with Children Check is required prior to commencement and then every five years.
- A current Victorian Driver’s License.
- Proof of COVID-19 Vaccination must be provided and maintained continually under Department of Health guidelines.
- Work rights in Australia or be eligible for such.
