Julyardi Aboriginal Corporation (JAC) is a community-controlled organisation delivering services across the Hedland and Roebourne areas. Our work is grounded in culture, kinship and community. We back local Aboriginal people to lead, to grow and to build strong futures on Country. 

Purpose of the Position 

The Workforce Development Coordinator builds a strong, skilled and sustainable workforce at JAC, with a focus on growing Aboriginal employment and capability. The role supports employees across their whole journey with JAC, from attraction and recruitment through onboarding, development, progression and exit. The focus is growing our people and protecting the cultural strength of the way we work. 

Key Responsibilities 

The role owns the employee pathway at JAC. Responsibilities are grouped around each stage of that journey. Attract & Recruit – Onboard – Develop – Progress & Retain – Transition 

1. Attract and recruit 

  • Coordinate advertising and recruitment for JAC roles across all sites, with the Corporate Services Manager and hiring managers. 
  • Help managers write clear, fair position descriptions and merit based selection criteria. 
  • Support a recruitment process that is consistent, fair and culturally safe for every applicant. 

2. Onboard and induct 

  • Coordinate onboarding so new starters have what they need from day one, working with the administrators at each site. 
  • Deliver a culturally safe induction into JAC’s community-controlled way of working. 
  • Check in with new starters through their early weeks and flag any support they need. 

3. Develop and grow 

  • Coordinate JAC’s annual training and professional development plan across the Hedland and Roebourne sites. 
  • Manage traineeships, apprenticeships and cadetships, including partnerships with training providers and funding bodies. 
  • Administer Training Support Agreements and keep accurate records of any return of service obligations. 

4. Progress and retain 

  • Identify and support career and development pathways so staff can grow within JAC. 
  • Work with managers to build capability and support progression, with a focus on growing Aboriginal employment across all levels of the organisation. 
  • Contribute to retention by spotting development needs early and acting on them. 

5. Transition and exit 

  • Support a respectful exit process and make sure records are complete. 
  • Gather what JAC can learn from why people leave, and feed it back to the Corporate Services Manager. 

Across the whole pathway 

  • Maintain the training register and records of qualifications and mandatory checks, including police clearances, Working With Children Checks, first aid and licences. 
  • Source and coordinate funding for workforce development, and support acquittals and reporting. 
  • Contribute accurate workforce data and reporting to the Corporate Services Manager and CEO. 
  • Make sure activity respects the differences between the Hedland and Roebourne sites rather than assuming one size fits both. 
  • Work in a way that respects Aboriginal culture, kinship and community connection at all times. 

 

Selection Criteria 

Essential: 

  1. Experience coordinating training, workforce development or recruitment, ideally in community services or an Aboriginal community-controlled organisation. 
  2. Demonstrated respect for Aboriginal culture, kinship and community, and the ability to work in a culturally safe way with Kariyarra, Ngarluma and other community members and staff. 
  3. Strong organisation and coordination skills, with the ability to manage competing priorities across two sites. 
  4. Sound written and verbal communication, including accurate record keeping and reporting. 
  5. Working knowledge of employment and training frameworks such as the Fair Work Act, awards, registered training organisations and traineeships, or the ability to build it quickly. 
  6. Current WA C class driver’s licence and willingness to travel between Hedland and Roebourne. 

Desirable: 

  • Certificate IV in Training and Assessment, Human Resources, or a related qualification. 
  • Experience with funding applications and acquittals. 
  • Local knowledge of the Pilbara and its communities. 

Pre-employment Requirements 

  • National Police Clearance (valid within 6 months or willing to obtain). 
  • Working With Children Check (or willing to obtain). 
  • Evidence of the right to work in Australia. 
  • Current WA driver’s licence with driving history compatible with coverage by JAC insurance providers
