We are seeking an experienced and practical Finance Manager to provide leadership and oversight of our finance function and support strong financial management across the organisation.

About the Role

Reporting to the Board Executive and serving as a core member of the Operations Management Committee, you will work closely with Team Leads and program managers, provide clear financial advice and insights and prepare and present papers to the Board and Audit and Finance Committee to support sound decision-making and the ongoing sustainability of the organisation.

The role is supported by an established full-time Senior Accountant and Accountant, together with the NDIS Plan Management team, enabling the Finance Manager to focus on higher-level financial oversight, planning, analysis and leadership while maintaining an appropriate understanding of day-to-day finance operations.

This is a senior, hands-on finance role offering genuine responsibility for organisational budgeting, forecasting, financial modelling, reporting, cash-flow management, governance and financial analysis

Key Responsibilities

As Finance Manager you will:

• Lead the annual budgeting process, including development of assumptions, templates, financial models and supporting schedules.
• Develop forecasts, scenario analysis and cash-flow projections to support organisational planning and decision-making.
• Review monthly management accounts and financial results and provide clear analysis of material trends, variances, risks and opportunities.
• Prepare and oversee financial reporting to the Board and Operations Management Committee.
• Provide practical financial advice to managers across the organisation and support stronger financial understanding and accountability.
• Maintain oversight of accounts payable, receivable, billing, payroll-finance and NDIS Plan Management financial processes, with day-to-day activity managed by the Finance team, including the NDIS Plan Management team.
• Oversee the financial management of grants, funding agreements, contracts and acquittals.
• Maintain effective financial controls, delegations, governance arrangements and audit readiness.
• Lead the annual financial audit and year-end process, supported by the Senior Accountant and Finance team.
• Manage the Organisation’s insurance portfolio, including renewals, claims, records, certificates of currency and liaison with brokers and providers.
• Identify and implement practical improvements to finance systems, reporting and processes.
• Provide leadership and direction to the Finance team, working closely with the Senior Accountant who provides operational leadership across day-to-day finance activities.
• Contribute as a senior leader to organisational planning, decision-making and continuous improvement.
• Model Belong Blue Mountains’ values and expected leadership behaviours and work collaboratively with other leaders to promote accountability, effective communication and a positive organisational culture.
• Demonstrate leadership in workplace health and safety, including supporting consultation, identifying and responding to risks and contributing to a physically and psychologically safe workplace.

About You

You will be an experienced and collaborative finance professional who brings sound judgement, strong financial capability and a practical approach to financial management.

With experience in the not-for-profit, community services, disability, aged care or a closely related sector, you will understand the complexities of a multi-funded service environment and be comfortable working with both financial and non-financial stakeholders.

Essential Criteria

Applicants must demonstrate:

• Relevant tertiary qualifications in accounting, finance, business or a related discipline, together with current CPA Australia or CA ANZ membership.
• Demonstrated senior finance experience in a Finance Manager, Senior Accountant or comparable role, with responsibility across financial reporting, budgeting, forecasting, cash-flow management and internal controls.
• Demonstrated experience within the not-for-profit, community services, disability, aged care or a closely related sector, including working within a multi-funded environment and understanding the financial requirements associated with government funding, grants and service delivery.
• Demonstrated experience leading annual budgeting and forecasting processes, including developing budgets, supporting schedules, financial models, forecasts and analysis to support organisational planning and decision-making.
• Demonstrated experience managing grants, funding agreements and financial acquittals, including monitoring funding utilisation, contractual financial obligations and financial reporting requirements.
• Demonstrated ability to analyse and communicate financial performance, including providing clear financial reporting, advice and recommendations to senior leaders, management committees, Boards or comparable governance stakeholders.
• Demonstrated leadership capability, including experience leading finance staff, contributing effectively as a senior organisational leader and promoting accountability, collaboration and continuous improvement
• Sound knowledge and experience in financial governance and compliance, including audit, internal controls and relevant accounting, taxation, payroll, superannuation and financial record-keeping requirements.
• Current Drivers Licence and access to a reliable vehicle
• Current NDIS Worker Screening (including National Police Check)
