The Organisation 

Alpha HPA is a publicly listed, Australian-based company that has commercialised the world’s first solvent extraction (SX) purification technique applied to aluminium. This breakthrough process produces a growing range of ultra-high purity aluminium materials – oxides, hydroxides and nitrates – used across advanced industries such as LED lighting, synthetic sapphire, semiconductors and lithium-ion batteries. 

Alpha HPA’s materials deliver market-leading purity levels with a significantly lower carbon profile. The Stage One HPA First Project in Gladstone is already in production – the first commercial application of Alpha HPA’s proprietary Smart SXTM process, producing >99.99% pure aluminium products. 

Construction of the large-scale Stage Two facility is underway, with full-scale production targeted for mid-2027. Once operational, Alpha HPA will produce 10,000 tonnes of HPA equivalent per year, right here in Gladstone. 

 

The Opportunity 

Alpha HPA is seeking a HSEQ Manager to join its Gladstone team. This is a rare opportunity to contribute across both construction and operations phases of a major greenfield project.  This role will proactively lead and support HSEQ activities adopting a professional, informed and principles-based approach.

You will report to the General Manager Manufacturing, and will manage the Health, Safety, Environment, Quality and Risk at the Stage 1 facility in operation, and the Stage 2 facility through operational readiness and into operation in all functions, licenses and approvals.

 

You’ll be responsible for implementing and leading processes and procedures to achieve strategic business objectives, supporting management with all HSEQ matters and working strategically with the Leadership team to drive a high-performance culture fostering risk ownership and continuous improvement.

 

Key responsibilities

·   Ensures that the Gladstone Operations meets the Work Health and Safety Act 2011, the Environmental Protection Act, 1994 and relevant guidelines along with any other relevant safety legislation.

·   Development and maintenance of the appropriate relationships with the government agencies and regulatory in your area of control.

·   Develop and assist in the implementation of policies, procedures and systems to achieve HSEQ business objectives.

·   A key member in the develop of an effective safety system for operations works planning, isolations and permits to work.  This includes all hazardous work permits in line with the Australian standard and MHF guidelines.

·   Maintain systems for ISO9001/14001/45001 for Stage 1 and manage the process for extending certification to the Stage 2 facility.

·   Maintain and review the business risk register, ensure escalations and risk assessments are undertaken to the correct standard and signed off.

·   Maintain accurate and effective HSEQ data systems for reporting, trend analysis and assurance along with development of monthly SHEQ reporting on key performance indicators.

·   Ensure that Alpha HPA’s process safety management is well maintained and assist in ensuring that the site’s MHF licence is granted.

·   Lead, mentor and develop the HSE team to ensure capability and succession.

·   Partner with HR and operations to implement fitness-for-work, injury management, and return-to-work programs.

·   Facilitate training programs, toolbox talks, and site safety forums.

·   Provides advice, coaching and support to business leaders with regards to HSEQ, conducting incident investigations and provide advice. Maintains currency of knowledge on HSEQ issues and legislation.

·   Assist leaders in the development and implementation of HSEQ strategies that encourage and promote employee safety and a high performing culture.

 

About You 

You’ll bring: 

  • Experience in a HSEQ Manager position, partnering at a senior leader level and over 10 years experience in the safety field in either construction, mining or chemical manufacturing operations.
  • Suitable safety/environment qualifications but will consider experience over technical degree.
  • Experience in start-up of large scale hydrometallurgical facilities from cold through to hot commissioning preferred but not essential.
  • Experience in system development.
  • Experience in implementing and managing safety systems in a Major Hazard Facility.
  • Demonstrated ability to work autonomously as well as in a collaborative team.
  • Ability to influence and negotiate effective outcomes with a broad range of stakeholders.
  • Self-motivated, highly pro-active and resilient attitude.
