Hampshire Property Group is a fast-growing owner and operator of holiday parks and residential communities across Australia and New Zealand. As our New Zealand portfolio continues to expand and evolve, we’re seeking an experienced Development Manager to lead the planning and delivery of capital works and development projects across our parks.

This is a hands-on, highly visible role that plays a critical part in enhancing guest and resident experiences while driving strong commercial outcomes.

About the Role

Reporting directly to the Chief Executive Officer, the Development Manager is responsible for the end-to-end planning, delivery, and commercial performance of capital works and development projects across Hampshire’s New Zealand Holiday Parks portfolio.

Working closely with Park Managers, Operations, and Head Office teams, you’ll lead upgrades, refurbishments, and expansion projects—often within live operating environments—ensuring works are safely delivered, compliant, on time, and on budget.

Key Responsibilities

In this varied and hands-on role, you will:

  • Identify, scope, prioritise and deliver capital works and development projects aligned to budgets, trading needs, and strategic objectives
  • Prepare concept scopes, options analysis, costings, risk assessments, and recommendations to support investment decisions
  • Manage end-to-end project delivery including design, consenting, procurement, contractor engagement, construction, and handover
  • Engage and manage consultants and contractors, ensuring clear briefs, strong performance, and quality outcomes
  • Maintain disciplined cost control, forecasting, variation management, and commercial oversight

What We’re Looking For

You’re a commercially minded project or development professional who thrives in operational environments and enjoys being on site, solving problems, and delivering tangible results.

You’ll bring:

  • 5+ years’ experience delivering capital works or development projects (construction, property, accommodation, tourism, or similar environments)
  • Proven end-to-end project delivery capability across scope, budget, programme, procurement, and quality
  • Strong understanding of New Zealand consenting, regulatory, and council approval processes
  • Demonstrated experience managing contractors, consultants, and multiple stakeholders
  • Solid commercial acumen with disciplined cost and risk management
  • A proactive approach to WHS, compliance, and safe systems of work
  • A tertiary qualification in Construction Management, Engineering, Architecture, Project Management, Property, or a related field is highly regarded, but equivalent practical experience is equally valued.
