Wunan Foundation is a leading Aboriginal development organisation based in the Kimberley region of Western Australia. Its purpose is to ensure that Aboriginal people enjoy the capabilities and opportunities necessary to make positive choices that lead to independent, fulfilling lives.
Wunan delivers the Journey to Empowerment Program in Kununurra, The Program Manager provides strategic and operational leadership for the Cashless Debit Card Support Services – East Kimberley program, ensuring high‑quality service delivery, compliance with the DSS Grant Agreement, and strong community engagement. The role also contributes to cross‑program coordination across Wunan’s Education, Employment and Social Services portfolio, supporting organisational governance, reporting, and continuous improvement.
Key Duties
- Lead the planning, implementation and monitoring of the Cashless Debit Card Support Services program.
- Ensure all activities align with the DSS Agreement, including the updated milestones and reporting requirements.
- Oversee client pathways, referral processes, and culturally safe service delivery.
- Maintain strong relationships with DSS, local agencies, community partners and stakeholders.
Key Performance Indicators (KPIs)
- 100% of DSS reporting milestones submitted on time and accepted.
- DEX data accuracy maintained at 95%+ across all reporting periods.
- Program meets or exceeds Activity Work Plan targets.
- Staff performance reviews completed bi‑annually.
- Evidence of strong stakeholder engagement and positive community feedback.
- Zero non‑compliance findings in audits or DSS reviews.
Essential Criteria:
- Demonstrated experience managing community, social services or employment programs.
- Experience supervising staff and leading multidisciplinary teams.
- High‑level communication, stakeholder engagement and problem‑solving skills.
- Understanding of the East Kimberley context and ability to work respectfully with Aboriginal communities.
- Current Working with Children Check, National Police Clearance, and valid driver’s licence.
Desirable
- Qualifications in Community Services, Social Work, Management or related field.
- Experience in financial acquittals and grant management.
- Experience working in Aboriginal‑controlled or regional organisations.
- Strong understanding of DSS reporting, DEX, and grant compliance.
